Avengis, officially the Democratic States of Avengis (Avengisian: Avengis Demokraatlikud Riigid) is an island nation in Northern Ecros. Surrounded completely by the Glaceis Ocean, its only neighbor is Groffenord via maritime border in the south. The territory of Avengis consists of the Hiidlesta archipelago, excluding the island of Idamaa. The capital city of Haides, located on the island of Keskmaa, is the nation's largest urban area. Avengisian is the official language of the nation, with the majority of Avengisians being native speakers.

The Hiidlesta archipelago has seen the rise and fall of a large number of tribal governments, and the majority of Hiidlestalane tribes still retain some form of identity within Avengis today. In time, the tribes would consolidate into loose confederations and take roughly the same shape as the modern districts of Avengis. These confederations would last the better part of a millennia before meeting in modern-day Haides as part of the initial stages of the Symposium of Unity. The success of the Symposium of Unity would see the uniting of the tribal confederations into one nation state and the creation of modern Avengis.

Avengis is a developed country with a high-income advanced economy, ranking 24th (out of 40) in the Human Development Index. The sovereign state of Avengis is a democratic federal directorial republic, administratively subdivided into 10 linnaosad (districts). Avengis' population of 4.6 million places it as the second least populous of Ecros (around one million above Reykanes) and one of the least populous of Terraconserva as a whole. To date, Avengis has not joined any intergovernmental organizations or alliances, excluding the Terraconserva Council of Nations.

History

Pre-Confederation Era

The Hiidlesta archipelago has been inhabited for millennia. While the exact origins of the first settlers are unknown, archaeological evidence suggests a connection to the Groffenordic people. The earliest known organized societies in the archipelago were tribal, with numerous independent groups competing for resources and territory. These tribes were largely hunter-gatherer societies, although some notable tribes, such as the Kuuinimesed, practiced agrarianism. Tribal governments were often operated through clan systems, with clans having predetermined roles in their society.

Confederation Era

In the 11th century, the various tribes of Avengis began to consolidate into loose confederations. These confederations were typically formed through alliances and agreements between tribes, but others, such as the Ilmonte Confederation, formed through military dominance in their region. The final confederation to form, the Senekaa Confederation, formed in 1023. Avengisian confederations were largely self-governing, with each having its own council of elders or chiefs, transferred from the dominant tribe's form of government. Once confederations were formed, member tribes began a drift towards agrarian society, with the exception of the Tryfett member tribes, who remained a fishing and hunting based society.

The Üldkogu is the legislative branch of the Avengisian government, made up of directly elected officials from the districts. The amount of seats in the Üldkogu received by a district is based on population, with the total number of officials following the cube root law while rounding up, currently sitting at 167 members. Members of the Üldkogu cannot be members of their regional legislature at the same time.
