The area which is modern-day Puerto Francisco was first settled in the year 950 BC as a military outpost of the Kingdom of Cuscatlán. The first settlement was called Tlauhkampaernueyatltlan, translating from Proto-Old Creeperian roughly as "East Sea Place" or "Eastern Sea Settlement."
In 892 BC, the military commander, Xicohtencatl of the military outpost, which by then had already formed into a proper city with a growing population of 6,000 people, declared independence as the Kingdom of Tlauhkampa. He ordered the execution of 20 overseeing officials from the Kingdom of Cuscatlán and went to war with the kingdom. He allied himself with various other cities and kingdoms in the eastern reaches of the kingdom and decisively defeated the armies of Cuscatlán in the battles of Tenayuca and Chalco.
