Amèric Romeu Perarnau i Agué[note 1] (born 30 December 1970) is a Noundurian military officer, politician, and former soldier who currently serves as the president and minister of defense of the Free Republic of Noundures. As president, Perarnau Agué holds the military rank of cabdill, the highest rank in the Free Noundurian Army (ENL).

The son of an officer in the Free Noundurian Army, Perarnau Agué enlisted as a soldier in January 1989 and was deployed three times to the country's de facto northern bother with Salisford and twice in Olèrdola, the capital city of the Free Republic of Noundures, between August 1989 and April 1994. After nearly being killed in action in August 1992, and at the insistence of his father, Perarnau Agué transferred from being an enlisted soldier to being an officer in January 1995. He was implicated in ordering the executions of seven Salisfordian civilians, which he claimed were Salisfordian spies, in June 2005, and he received much international condemnation for his action which has since been called a war crime.

He became the deputy commander of the Olèrdola Defense Sector (SDO) in February 2013, and later, its general commander in November 2014. He was appointed by Llorca Caparrós as his deputy minister of defense in March 2015, and once Llorca Caparrós assumed the presidency on 10 July 2015, he appointed Perarnau Agué as minister of defense. He founded and has been the minister in charge of the Anti-Terrorist Unit (UAT) since April 2020. Independent analysts believed that Perarnau Agué would run for president in the 2027 presidential election, but he became president on 3 February 2023 following the assassination of Llorca Caparrós by the Salisfordian government. In mid-February 2023, he announced that the 2027 election would be rescheduled to June 2023 and that he was officially running for president in the election. He won the election unopposed, winning 317,874 votes.

Perarnau Agué does not hold many notable political positions other than his support for Noundurian independence from Salisford. He receives significant support from Orlando Pareja Palau, the president of El Salvador. El Salvador is a strong ally of Noundures and supports the country militarily and diplomatically, as such El Salvador is the only country to recognize Noundurian independence, and in turn, the only country to recognize Perarnau Agué's presidency. Perarnau Agué and Pareja Palau held a summit in mid-February 2023 where the Salvadoran government reaffirmed its support for Perarnau Agué's government.

Early life

Amèric Romeu Perarnau i Agué was born on 30 December 1970 in Sanaüja, a city which is officially a part of Salisford but is controlled by the self-declared Free Republic of Noundures. His father is Josep Domènec Perarnau i Balsas and his mother is Francesca Sònia Agué i Torrente de Perarnau. He is the oldest of four children, with his younger siblings being Raquel, Amadeu, and Ysabel. At the time of his birth, his father was an active major within the Free Noundurian Army (ENL).

Perarnau Agué's grandfather, Pompeu Cristòfol Perarnau i Hurtado, was one of the 50,000 soldiers who participated in the initial invasion of the Modica Strip of July to October 1933 which began the Desert War between the Free Republic of Noundures (then known as the State of Noundures) and the Kingdom of Salisford. His great grandparents were originally from the area controlled by the Free Republic of Noundures, but later fled the area for El Salvador in the 1900s due to fears of reprisals against Salvadorans living in the area by the Salisfordian government. After the initial offensive of 1933, his grandparents settled in the territory conquered by the Free Republic of Noundures.

Military career

As a soldier

Perarnau Agué joined the Free Noundurian Army, as required by the country's conscription law, on 1 January 1989, two days after his eighteenth birthday. That same day, he also became a member of the Movement for Noundurian Integration (MOVINOU), the country's sole-legal political party. Upon joining the party, he was awarded the Order of the Movement for Noundurian Integration.

He joined as an enlisted soldier and was given the rank of cadet upon joining. His father, however, wanted Perarnau Agué to follow his footsteps and become a military officer rather than a soldier. Perarnau Agué insisted on being a soldier, and as such, he continued his basic training with the Free Noundurian Army. He completed his training on 1 June 1989 and was promoted to the rank of corporal, and following national military tradition, he and the rest of his fellow new soldiers participated in the annual Independence Day Military Parade on 10 July 1989 and was awarded the Military Service Medal.

Shortly after his promotion, Perarnau Agué was deployed to the country's de facto northern border with Salisford to patrol it and defend it from any possible Salisfordian offenses or sabotage operations. He was stationed in the border town of Mataró in the department of Lloconesa in August 1989 and remained deployed until January 1990. He was redeployed to the city of Manresa in the department of Sant Jeroni in April 1990 and remained deployed until November 1990. He did not see combat during either deployment, but he did engage in some counterintelligence operations which led to the arrests of five alleged Salisfordian saboteurs.

In February 1991, Perarnau Agué and 150 other Noundurian soldiers were sent to Sonsochapan in El Salvador to receive advanced training from the Salvadoran Army. His training was completed in June 1991 and he returned to Noundures, where he was deployed to Olèrdola, the free republic's capital city, in September 1991. He remained deployed in Olèrdola until March 1992. Perarnau Agué was deployed to Mataró for a second time in July 1992. During his deployment, on 19 August 1992, the Kauayotl armored personnel carrier he was riding in was struck by a rocket-propelled grenade, which was presumably launched by Salisfordian forces. He was injured by the attack and was taken to a military hospital in Olèrdola.

After being in hospital for just under a month, Perarnau Agué was promoted to the rank of sub-sergeant by Colonel Gonçal Monter Valldosera on 13 September 1992 and was awarded the Medal of Heroism and Sacrifice, a military award for being injured or killed in action. The attack caused Perarnau Agué's father, now holding the rank of lieutenant colonel, to increasingly pressure him to transfer from being an enlisted soldier to an officer. Perarnau Agué reluctantly abided by his father's request and began studying at the Sonsochapan Military Academy in El Salvador in January 1993 to become an officer. He was deployed one final time in Olèrdola from October 1993 to April 1994. He completed his studies in December 1994, and on 1 January 1995, he was officially inaugurated as an officer and given the rank of sub-lieutenant.

As an officer

Due to his prior experience as a soldier and through his father's influence, Perarnau Agué was rapidly promoted through the early officer ranks. He was promoted to Lieutenant in July 1996, Captain in March 1997, and Major in May 2000. Some officers, both at his rank and above his rank, disapproved of his rapid promotions, seeing them as illegitimate and corrupt, but the most senior officers in the Free Noundurian Army were not as concerned as many of them attained quick promotions through similar means.

Perarnau Agué was promoted to lieutenant colonel, the rank his father attained before he retired, on 19 June 2004. He was placed in command of an infantry company in Mataró. During his command, controversy arose when, on 23 June 2005, Perarnau Agué's soldiers arrested seven Salisfordians in Mataró. He accused them of carrying out espionage on behalf of the Royal Salisfordian Army and, without a trial, had them executed by firing squad on 25 June 2005. The event was condemned as a massacre by the Salisfordian government and Perarnau Agué was charged in absentia in a Salisfordian court with war crimes and seven counts of first-degree murder. He was convicted in September 2005 and sentenced to death in absentia. Meanwhile, the Noundurian government praised Perarnau Agué's actions and awarded him the Counterintelligence Vigilance Medal and the grand officer grade of the Order of Lluís Amadeu Altayo i Ramió on 10 July 2005.

Out of fears that he could be assassinated, Perarnau Agué was transferred away from the frontlines and given the command of a company in Sabadell in the department of Risud, a few miles north of the El Salvador–Noundures border. He remained in Sabadell until October 2008 when he was promoted to the rank of colonel. He was then transferred to command an infantry regiment in Olèrdola. He was promoted to the rank of major general on 22 February 2011 and was command of the Olèrdola-based 4th Infantry Battalion. On 1 February 2013, he was appointed by General Benjamí Agudelo Ordinas, the General Commander of the Olèrdola Defense Sector (SDO), to be his deputy general commander. He remained in his position until 8 November 2014, when Agudelo Ordinas retired from the military. In his place, Perarnau Agué was promoted to the rank of general assume command of the Olèrdola Defense Sector. He also became the commanding officer of the 1st Infantry Division.

Minister of Defense

On 26 February 2015, General Menna Sardans Cuni resigned from his position as deputy minister of defense. To replace him, General Malaquies Llorca Caparrós, the incumbent minister of defense and the president-elect of Noundures, appointed Perarnau Agué as deputy minister of defense on 1 March 2015 to complete the term. When the term ended on 10 July 2015, Llorca Caparrós decided to appoint Perarnau Agué as his minister of defense, making him the twelfth person in Noundurian history to hold the position. The day of his appointment, he had a summit with Llorca Caparrós, Roderic Tarragona Montanuy, the president of El Salvador, and General Martí Viñals Furnols, the minister of defense of El Salvador, to discuss the future military relationship between Noundures and El Salvador. Perarnau Agué has had bilateral Viñals Furnols every 10 July from 2015 to 2019, and then with General Conradí Ciurana Cuyás, Viñals Furnols' successor, every 10 July since 2020.

Perarnau Agué has had three deputy ministers of defense serve under him since 2015. General Ezequies Guasch Alameda served as deputy minister of defense from 10 July 2015 until 3 August 2016 when he resigned due to health-related reasons. Guasch Alameda was succeeded by General Pompeu Farreró Canosa who served until 19 March 2019 when he retired from military service. Farreró Canosa was himself succeeded by General Pròsper Torrades Grajera, who succeeded Perarnau Agué as commander of the 1st Infantry Division, deputy commander of the Olèrdola Defense Sector, and general commander of the Olèrdola Defense Sector.

As minister of defense, Perarnau Agué mostly organized counterintelligence operations within the country and expanded fortifications on the northern frontline with Salisford. In April 2019, he established the Anti-Terrorist Unit (UAT), a unit of the Free Noundurian Army dedicated to preventing and reacting to terrorist attacks within the country's major cities. He authorized the unit to carry out extrajudicial executions upon anything they arrested, which has been decried internationally as a violation of international law. When the Salvadoran government began a large-scale crackdown against criminal gangs in April 2020, Perarnau Agué praised the Salvadoran government and ordered the Anti-Terrorist Unit to launch its own anti-gang crackdown. The Noundurian crackdown resulted in 938 arrests of alleged gang members between April and December 2020.

Presidency

Independent analysts believed that Perarnau Agué would run for president in the 2027 presidential election, however, did not officially declare his intent to run by February 2023. On 3 February 2023, Llorca Caparrós was assassinated in Olèrdola by a car bomb by the Military Intelligence and Security Service (SISM), Salisford's intelligence agency.[1] Immediately after the assassination, Perarnau Agué declared his succession to the presidency and declared a state of emergency. He placed the Free Noundurian Army on high alert for a possible Salisfordian offensive. He condemned the attack and stated that the Anti-Terrorist Unit would immediately be investigating the assassination.[2]

On 17 February 2023, Perarnau Agué and other Noundurian government officials met various Salvadoran government officials, including Salvadoran President Orlando Pareja Palau, in the Salvadoran city of Sonsochapan. There, he and Pareja Palau denounced Llorca Caparrós's assassination on its two week anniversary, and Pareja Palau reaffirmed El Salvador's commitment to ensuring Noundurian independence. During the summit, Perarnau Agué acquired a Creeperian-manufactured Cruzadore III main battle tank for the Free Noundurian Army from the Salvadoran Army.[3]

The following day, on 18 February 2023, Perarnau Agué announced that the 2027 presidential election was being moved to June 2023, citing Llorca Caparrós's assassination as the driving factor for the decision. Additionally, he announced that he would officially be running for president in the 2023 election.[4] On 22 February 2023, he announced that the 2024 legislative election would be held the same as the 2023 presidential election, marking the first time Noundurian elections will ever be held concurrently.[5] On 1 June 2023, he won the election unopposed, winning 317,874 votes.[6]

Perarnau Agué was inaugurated on 10 July 2023.[7]

Personal life

Perarnau Agué married Octàvia Cristina Vallés i Piñols on 9 December 1994 in Olèrdola. The couple has three children: Salvador (born 1997), Rita (born 2000), and Natàlia (born 2004). Salvador is currently a soldier in the Free Noundurian Army and is expected to become an officer, like his father, in the near future. Rita currently works as a news commentator on Noundures' Channel 10, while Natàlia is currently studying law at the University of Ciutat dels Àngels.

His nickname is "Serp", Salvadoran for serpent, and it was given to him by senior military officers who considered his appointment as an officer and his quick early rise in the ranks as "sneaky as a serpent". He has since embraced the nickname and presents it as representing that he is as "deadly as a serpent". He is also sometimes referred to by his initials: APA.
