The 1848 Constitution of New Illyricum (Illyrian Iberic: Constetuteo de Novo Elyreco), originally known as the National Constitution of the United Socialist States of New Illyricum and all former territories of the Second Republic of Illyricum (Illyrian Iberic: Naceonal Constetuteo de les Soçaelestoes Unitoes Estatoes de Novo Elyreco et toto de anterioroes tervetoreoes de le Secunda Republica de Elyreco) is the governing document of the United Socialist States of New Illyricum which was co-written by members of the New Illyrian Communist Revolutionary Coalition following the end of the Illyrian Communist Revolution in September 1848. The constitution established New Illyricum as a one party communist union made up of at the time five states, and it also established the recently renamed city of Porto Enateo as the national capital.

Summary

Preamble

In Jackian: "We brought here today under the flag of freedom hereby establish a national union of all the lands of Illyricum, united with the central goals to preserve of our native way of life, to ensure of safety for all of those allied or in accord with New Illyricum, to preserve of communism and all its allies, and to ensure that this nation will always be an independent state which will govern itself and it's peoples how it chooses. For the peace and unity of this nation and all of the people inhabiting it, we all shall be united under one great flag, and now we do declare the establishment of the United Socialist States of New Illyricum."

First Article

Section 1

In Jackian: "All legislative and lawmaking power shall be shared between the lawfully elected Congress and the lawfully elected Grand Marshall of the Union, and all legislation must be passed with the consent of both the Congress and the Grand Marshall of the Union. All legislation and referendums along with all public enterprises shall be written or spoken in Illyrian Iberic."

Section 2

In Jackian: "All members of Congress and all those attempting to run for any public office must be members of the Communist Party and must be native New Illyrian citizens. The congress will consist of ten delegates elected by popular vote from each state, who shall all be elected every two years, and each member of congress, known as senators, will have one vote. In addition to the state delegates, one delegate is to be elected from the capital city by its inhabitants, and they too shall have one vote. All national legislation must pass with more than one half approval though the Congress and must be approved by the Grand Marshall of the Union prior to becoming a national law. Congress may not attempt to overturn a veto from the Grand Marshall. The Congress shall elect a Marshall who shall serve a term until death, resignation or removal from office, and shall serve as the second highest executive officer. The Congress will also elect the Grand Marshall of the Union, who shall serve until death, resignation or removal from office as well. Congress must meet at least once every three months and may be called to meeting at any time seen fit by the Grand Marshall of the Union or the Marshall of Congress."

Section 3

In Jackian: "Members of Congress or the Grand Marshall of the Union may only be removed from office following a two thirds approval by the Congress, excluding the defendant, and all those holding office may not be removed without probable and realistic cause and evidence. Probable and realistic cause may only be established by the National Court and all those expelled from office may not hold public office or be a candidate for public office again."
