The 2022 Gjorka City Summit, held 18 to 23 June 2022 in Gjorka City, Gjorka, was a meeting of seven leaders of Ostlandet nations to promote intergovernmental cooperation. The summit is one of the most influential in continental history as it resulted in the creation of the Ostlandet Union. The decision to form an Ostlandet Union was de facto agreed upon before the summit was held as indicated by Gjorkan posturing, while the Summit itself provided a forum for the attending countries to discuss the makeup of the Union[1].

Gjorka invited the leaders of every nation in Ostlandet to attend the summit. The summit was held at the Palace of Gjorka, the residency of the President of Gjorka, and was chosen for it's large ballrooms for which to hold the meetings. The offical purpose

Following the Gjorkan Invitation, five of the six world leaders invited attended the Summit (Yourtanad did not attend). These leaders were: Vladimir Kareiv, Jacek Sekorsky, James Fulkerson, Kazuma Sato and Alexei Volkov. The official purpose of the summit was to "further our intergovernmental dialogue and promote unity within the continent"[2]. The dignitaries arrived in Gjorka City on the 18th of June where the world leaders were given a short tour of the city. The meetings within the Summit officially began the next day as Gjorkan president Carter Morris opened the meeting[3]. The next four days were filled with meetings discussing how to facilitate Ostlandet cooperation, with all participant nations agreeing very early on to form an Ostlandet Union. Thus, a majority of discussions centered around the nature of this Union.

Proposals for the Ostlandet Union initially centered around creating an Ostlandet Council of Standardization, an Ostlandet Aviation Administration, an Ostlandet Boat and Driving Administration, and an Ostlandet Grant Organization[4]. This was followed by Ajakanistan who proposed an annual Ostlandet Cultural event in Tobosk, an open EEZ between all members, joint law enforcement to "stop people from illegaly fishing and all other sea related crimes", an Labour & Safety Organization, and all attending nations to promise to respect labor unions[5]. Zloveshchiy issued a sole proposal to create a "History and Culture of Ostlandet Museum" in Mirotvorets[6]. Gjorka issued a number of proposals including setting up the framework of the Union government with the President of the Ostlandet Union and the Council of Ostlandet. As well, Gjorka proposed the ideas of having an annual Ostlandet Summit hosted by a rotation of the member states[7]. Paleocacher proposed an annual Ostlandet expo in Bullmar, and the creation of an Ostlandet Economic Council[8].

There were several objections to the aforementioned proposals. Firstly, the Paleocacherian delegation initially was hesitant to the Gjorkan proposal for the framework of the Ostlandet government, but relented after Gjorkan clarification[9][10]. Next, earlier proposals about the Council of Standardization were changed to instead include Passports and to standardize boating and drivers licenses. As well they an addition to the Gjorkan Proposal for the Council of Ostlandet to clarify and restrict the council's powers. Finally, the proposed the position of President of the Ostlandet Union should be passed from leader to leader in alphabetical order[11]. Finally, Gjorka indicated their apprehensiveness about proposals for opening EEZs, Labour & Safety Organization, Museum of Ostlandet History and Culture, and standardizing passports and licenses. Over the last two days, the Proposals were fined down and negotiated about. The proposal for standardized passports was dropped in favor of visa free travel and specialized entry for Union citizens proposed by Gjorka. As well Gjorka's plan for the Council and an additional plan for the powers of the Council were unified into one plan for the Council, and finally Paleocacher proposed a last second addition that the President of the Ostlandet Union instead be elected by the member states at the annual Ostlandet Summit. The culmination of the meetings and negotiating was the Gjorka City Declaration signed unanimously by all attending countries.





Gjorka City Declaration

The Gjorka City Declaration was a document signed by all seven founding members of the Ostlandet Union, and the culmination of the discussions held at the summit. The declaration announced the agreed upon decisions to[12]:

  • Establish the Ostlandet Union
  • Establish the Five Objectives of the Union
  • Establish the Government of the Ostlandet Union
  • Establish the various branches of the Government
  • Establish various organizations or events sponsored by the OU

Immediately following the signing and adoption of the declaration, Carter Morris was elected the first President of the Ostlandet Union.

Reactions

In Gjorka there was severe backlash to the OU from Gjorkan right. The Far-Right National Social Party left the National Coalition with Gjorka United in response to the summit, and began actively campaigning against President Morris[13]. Five right-wing members of Gjorka United even left to join the National Social party[14]. However, the summit was praised by the Gjorkan left, and President Morris's approval ratings soared from 30% before the summit to over 45% following the Gjorka City Deceleration.
