The Alliance of Central Ecrosian States (ACES; Kivuian: Bündnis der Zentralekrosischer Staaten, BZES) is an intergovernmental economic, security, and defense organization consisting of eight member states located in the Central Ecros region. The alliance was founded in 1982 signing of the Central Ecrosian Treaty as a counterweight to the Cooperation and Development Coalition (CODECO), but with the signing of Marathon Declaration, it was enlarged to address economic and international security issues, allowing the alliance to act more flexibly. ACES is a collective security system in which independent member states agree to defend one another against third-party attacks.

The main headquarters of ACES are in Victoria, Jackson, while its military headquarters are in the vicinity of Dastivus, Terranihil. The alliance has concentrated the majority of its forces in Terranihil under the ACES Combined Force to defend and maintain control of the country's strategic location, nicknamed the "Terranilian Barrier." Furthermore, members have pledged to achieve or maintain the target defense spending of at least 2% of GDP.

Activities

Defense and security

Security matters are the primary concern of the Alliance of Central Ecrosian States, which frequently lists terrorism, separatism, and extremism as its key risks. The organization is also altering the scope of cyberwarfare, asserting that the spread of information "destructive to the spiritual, moral, and cultural spheres of other states" should be seen as a "security threat". Along with addressing these issues, the Alliance of Central Eurasian States is actively working with its member nations to create plans for defeating hybrid warfare and promoting regional stability through diplomatic means. The Alliance of Central Ecrosian States has also created a joint military force to address security threats, and it is putting more of an emphasis on member states sharing intelligence to strengthen their collective security.

International cooperation and development partnerships

Surrounded by existential threats from both East and West, ACES has mustered allies anywhere and everywhere it could before drawing a line its enemies shall not cross. Given the goals outlined by its framers, the alliance is not only expected but also pressured to respond with force in conflicts where the free world's interests are at stake. The alliance is aware of the high stakes involved in their response to conflicts, and thus they take careful consideration before taking any action. They strive to maintain a delicate balance between defending their allies and avoiding unnecessary escalation. Although its main obligations center on self-defense, the alliance also upholds a variety of international policies. It sees itself as the last stronghold of democracy, which is a description that is not far from the truth. Following the Marathon Declaration, the Global ACES program was developed with the following objectives:

• Promoting human rights and fundamental freedoms, the rule of law, equality, sustainable democracy, good governance, and a thriving civil society;
• Creating conditions for well managed mobility of people and promotion of people-to-people contacts;
• Encouraging development, poverty reduction, internal economic, social, and territorial cohesion, rural development, climate action, and disaster resilience;
• Promoting confidence-building and other measures contributing to security and the prevention and settlement of conflicts;
• Enhancing sub-regional, regional and continental wide collaboration as well as cross-border cooperation.

The Global ACES program currently has five member nations: Monsilva, Baltanla, Karimun, Paleocacher and Tumland.

Membership

Candidates for membership in the Alliance of Central Ecrosian States must have stable institutions that uphold democracy, the rule of law, human rights, respect for and protection of minorities, and the existence of a functioning market economy. However, the Central Ecrosian Council has not yet clarified the majority of these principles, and different member states have conflicting viewpoints on what is meant by "the rule of law." The international community has long questioned whether Terranihil's membership, in particular, meets the criteria.

As affirmed in the Marathon Declaration, the Central Ecrosian Council has the authority to vote to suspend any membership rights, such as the right to vote and representation, if a member repeatedly violates ACES's founding principles of liberty, democracy, human rights, and so forth. While sanctions require only a qualified majority for passage, identifying the breach requires unanimity (with the exception of the state in question). The Council, acting with a majority vote, may change or lift such sanctions, but the infringing state would still be subject to the obligations of the treaties.

A further point made in the Wealdstone Declaration is that "Any member state may decide to withdraw from the Alliance in accordance with its own constitutional requirements." Even though it calls for a mutually agreed-upon withdrawal, if no agreement is reached after two years of the seceding state's notice of its intention to leave, it would no longer be bound by the treaties (thus ensuring a right to unilateral withdrawal).
