Driven by mutual trust, coordination, and diplomatic consultation among member states, we hereby establish the Central Ecrosian Treaty, binding ourselves to the following provisions:

Articles
Article 1 — Establishment of the Alliance
By this Treaty, the Parties establish among themselves an Alliance of Central Ecrosian States (hereinafter referred to as "the Alliance").
The Parties to this treaty, reaffirming their unwavering commitment to the principles of freedom, democracy, and the preservation of a secure and peaceful environment within Terraconserva:
- Acknowledge the existence of diverse political ideologies among the member states and declare their shared objective to foster an environment that respects the inherent right of each state to determine its own path while upholding common values of human rights, rule of law, and good governance.
- Pledge to engage in close cooperation to effectively address challenges that may arise, with the overarching goal of promoting stability and safeguarding the fundamental values of freedom, democracy, pluralism, and inclusive governance. This includes resolute action to counter any ideologies or systems that pose a threat to these principles.
- Recognize the vital importance of upholding human rights, the rule of law, and good governance as integral components of a just and equitable society. The Parties shall work collectively to ensure the protection and promotion of these values, fostering an environment that nurtures respect, tolerance, and inclusivity among all member states.
- Commit to enhancing cooperation and sharing best practices in order to reinforce the resilience of member states and the Alliance as a whole. This encompasses the exchange of information, intelligence, and expertise, as well as joint efforts to develop comprehensive strategies to combat terrorism, extremism, and other threats to peace and stability within Terraconserva.
- Affirm their dedication to the principles enshrined in the Terraconserva Council of Nations, recognizing the paramount importance of adherence to international law and the rights and obligations stipulated by the Council. The Parties shall conduct their activities and fulfil their obligations in accordance with these principles while upholding sovereign rights and non-interference in the internal affairs of member states.
Article 3 — Purpose and Activities of the Alliance
For the purposes set out in Article 2 of this Treaty, the Alliance shall undertake activities as outlined in this Treaty, in accordance with the established timetable. The activities of the Alliance shall include, but shall not be limited to, the following:
- Strengthening the collective defense capabilities of member states, promoting military cooperation, and fostering interoperability among their armed forces.
- Enhancing intelligence sharing and joint assessments of security threats to facilitate proactive and effective response measures.
- Developing and implementing strategies to counteract terrorism, separatism, extremism, and other forms of threats to regional stability and security.
- Conducting regular consultations and dialogues among member states to promote trust, confidence, and understanding, and to address common challenges.
- Promoting cooperation in the field of peacekeeping, conflict prevention, and crisis management, in line with the principles of the Terraconserva Council of Nations.
- Encouraging joint exercises, training programs, and capacity-building initiatives to improve the readiness and capabilities of member states' armed forces.
- Engaging in diplomatic efforts to foster regional cooperation, dialogue, and reconciliation, and to contribute to the peaceful resolution of disputes among member states.
- Supporting the principles of democracy, human rights, and good governance within member states, and cooperating to address any violations or threats to these principles.
The Alliance shall regularly review and update its activities, taking into account the evolving security challenges and the changing regional landscape, to ensure their effectiveness and relevance in achieving the objectives set forth in Article 2 of this Treaty.
Article 4 — Key Institutions of the Alliance
The Alliance shall establish the following key institutions to facilitate its functioning, coordination, and decision-making process:
- Central Ecrosian Council: The Central Ecrosian Council shall serve as the principal political decision-making body of the Alliance. It shall consist of the permanent representatives of each member state, who shall engage in regular meetings and consultations. The Council shall be chaired by a Secretary-General. Decisions within the Central Ecrosian Council shall be made by consensus among the member states, ensuring a collaborative and inclusive approach to decision-making.
- ACES Military Committee: The ACES Military Committee shall be responsible for overseeing defense matters and military cooperation within the Alliance. It shall be composed of the Chiefs of Defence or their designated representatives from each member state. The Military Committee shall promote coordination and cooperation among the armed forces of the member states, facilitating joint exercises, information sharing, and strategic planning. The Military Committee shall provide advice and recommendations to the Central Ecrosian Council on defense-related issues.
- ACES Parliamentary Assembly: The ACES Parliamentary Assembly shall serve as the consultative interparliamentary organization for the Alliance, bringing together legislators from all member states. The Parliamentary Assembly shall provide a forum for dialogue, exchange of views, and cooperation among parliamentarians on matters related to ACES. It shall discuss and make recommendations on issues pertaining to the objectives and activities of the Alliance, promoting democratic oversight and accountability.
The Central Ecrosian Council, the ACES Military Committee, and the ACES Parliamentary Assembly shall collaborate closely to support the objectives and activities of the Alliance. They shall foster regular communication, coordination, and information sharing among member states, enhancing the effectiveness and coherence of the Alliance's endeavors.
The specific functions, procedures, and rules of operation for the Central Ecrosian Council, the ACES Military Committee, and the ACES Parliamentary Assembly shall be further elaborated in separate agreements and protocols, as determined by the member states. These agreements shall provide clarity on decision-making processes, voting mechanisms, working methods, and any necessary provisions for the effective functioning of the institutions.
Article 5 — Member State Obligations
Member states shall take all necessary measures to fulfill their obligations under this Treaty and support the objectives of the Alliance. They shall refrain from any action that may undermine the achievement of these objectives. Member states shall cooperate with the institutions of the Alliance and demonstrate solidarity with fellow members.
Article 6 — Limitation on Alliance Authority
The institutions of the Alliance shall exercise their authority and carry out their functions in a manner that respects the sovereignty and foreign policies of the Member States. The Alliance shall not interfere with or prejudice the foreign policies of the Member States. Each Member State shall retain the right to determine its own foreign policy and to engage in diplomatic relations with other nations.
The institutions of the Alliance shall promote coordination and consultation among Member States to achieve common objectives. They shall respect the diversity of foreign policies and work towards consensus-based decision-making. The Alliance shall uphold the principles of international law and respect the rights and obligations of Member States under international agreements to which they are parties.
Member States shall provide timely and relevant information to the institutions of the Alliance regarding their foreign policy positions and actions that may have implications for the collective security and interests of the Alliance.
Article 7 — Strengthening Collective Defense Capacities
With the aim of effectively achieving the objectives set forth in this Treaty, the Parties, individually and collectively, shall endeavor to maintain and enhance their capacities to resist armed attacks. This commitment shall be fulfilled through continuous and effective self-help and mutual aid measures.
To ensure the readiness and effectiveness of collective defense, the Parties acknowledge the significance of seven key areas, encompassing:
- Ensuring the continuity of government functions during crisis situations;
- Enhancing the resilience of energy and power grid infrastructure;
- Strengthening measures pertaining to immigration control;
- Safeguarding food and water security;
- Ensuring preparedness for medical emergencies;
- Promoting the resilience of civil communications systems;
- Enhancing the efficiency and effectiveness of transportation networks.
The Parties shall, in accordance with their respective national circumstances and capabilities, allocate appropriate resources and undertake necessary measures to develop and maintain capacities in these areas. Furthermore, they shall engage in regular consultations and cooperation to reinforce their collective defense capabilities, thereby fostering the security and resilience of the Alliance as a whole.
Article 8 — Consultation and Joint Action in Emergencies
In the event of a threat to the territorial integrity, political independence, or security of any Party, immediate consultation shall be initiated among the Parties. Such consultations shall take place within the Central Ecrosian Council to assess the threat, exchange relevant information, and determine appropriate collective action. The Council shall facilitate dialogue and strive for consensus among the Parties.
Based on the outcome of the consultations, joint decisions may be made regarding logistical support, military cooperation, or other necessary measures to address the threat. Joint actions shall be decided upon by consensus among the Parties, ensuring consideration of each Party's interests.
The decisions made within the Central Ecrosian Council shall guide the implementation of joint actions, promoting solidarity among the Parties. The Alliance shall coordinate efforts and resources to support the affected Party and restore stability, security, and peace.
Article 9 — Commitment Clause
The Parties affirm that an armed attack against any member state within the areas defined by Article 10 shall be considered an armed attack against all member states. In such an event, each member state is obligated to provide collective defense, taking necessary diplomatic, economic, and military measures to assist the attacked member state and restore security and peace. The determination of an armed attack and the invocation of collective defense provisions shall be made by the Central Ecrosian Council, following the procedures outlined in this Treaty.
Article 10 — Geographical Scope
The areas covered by Article 9, where an armed attack against any member state shall be considered an armed attack against all member states, shall be limited to the territories of the member states situated within Central Ecrosia. The Parties affirm that the defense commitment under Article 9 applies exclusively to the territories of member states located in Central Ecrosia, as defined by the Central Ecrosian Council.
The Central Ecrosian Council, acting by unanimous agreement, reserves the authority to amend or modify the geographical scope of the areas covered by Article 9, provided that any such changes align with the objectives and principles of this Treaty. In addition to the areas specified in this Article, the Parties shall individually and collectively undertake appropriate measures to ensure the defense and security of their respective territories situated outside the regions covered by Article 9, in accordance with their national defense policies and obligations arising from other international agreements.
Article 11 — Accession of New Member States
The Alliance is open to the accession of new member states that meet the established criteria and demonstrate a genuine commitment to the principles, objectives, and obligations of the Alliance. The decision to admit new members shall be made by unanimous agreement among the existing members of the Alliance. The criteria for membership in the Alliance include:
- Preservation of democratic governance and the protection of human rights, in accordance with international standards and norms;
- Maintenance of a functioning market economy that promotes sustainable development, prosperity, and the well-being of its citizens;
- Willingness to assume the obligations and responsibilities of the Alliance, as outlined in this Treaty.
The process for considering the accession of a new member state shall include thorough evaluation and assessment of its compliance with the membership criteria. The Central Ecrosian Council shall conduct consultations and engage in dialogue with the prospective member state to ensure a comprehensive understanding of its capabilities, commitments, and alignment with the principles and objectives of the Alliance.
The decision to admit a new member state shall be based on the unanimous agreement of the existing members, taking into account the interests and security concerns of all parties involved. Consideration shall be given to the potential contributions of the prospective member state to the collective defense, stability, and prosperity of the Alliance.
Once admitted, the new member state shall be entitled to all the rights, benefits, and responsibilities afforded to other member states. It shall be bound by the provisions of this Treaty, and its participation in the Alliance shall be guided by the principles of solidarity, cooperation, and mutual assistance.
Article 12 — Suspension of Voting Rights
In the event of a member state failing to fulfill its obligations or engaging in actions that undermine the fundamental principles and objectives of the Alliance, the matter of suspending its voting rights shall be considered. This measure is intended to address exceptional circumstances that require appropriate action to preserve the integrity and effectiveness of the Alliance. The decision to suspend the voting rights of a member state shall be made by unanimous agreement among the remaining members of the Alliance. This decision shall be reached following extensive consultations and deliberations within the Central Ecrosian Council, ensuring comprehensive consideration of the concerns and perspectives of all member states.
During the period of voting rights suspension, the member state in question shall remain bound by the existing laws, treaties, agreements, and obligations of the Alliance. It shall uphold its responsibilities and contribute, to the extent feasible and consistent with the suspension, to the collective defense and security efforts of the Alliance. The duration of the suspension shall be determined by the Central Ecrosian Council, considering the seriousness and nature of the circumstances that led to the suspension. Regular assessments shall be conducted to monitor the progress and compliance of the suspended member state with the conditions established by the Council.
Efforts to engage and support the suspended member state in addressing the underlying issues and restoring its full participation in the Alliance shall be pursued through diplomatic and cooperative means. The Alliance reaffirms its commitment to the principles of freedom, democracy, and regional stability, even in challenging circumstances. The suspended member state shall have the opportunity to present its case and provide clarifications during the consultations held within the Central Ecrosian Council. The decision to suspend voting rights shall be based on a careful assessment of the situation, ensuring fairness, transparency, and respect for due process.
The Central Ecrosian Council shall regularly review the status of the suspended member state and evaluate progress towards resolving the underlying issues. Based on the Council's assessment, the suspension may be lifted or further measures may be considered to address the situation, in accordance with the provisions outlined in this Treaty.
Article 13 — Check and Balance Mechanism
The Alliance recognizes the importance of maintaining a system of checks and balances to safeguard its principles, values, and democratic nature. To ensure accountability and prevent collusion among member states that deviate from democratic governance, violate human rights, or engage in actions contrary to the objectives and principles of the Alliance, a failover mechanism shall be established as follows:
- If two or more member states are found to have engaged in such deviations or violations, a comprehensive and impartial assessment will be conducted by the Central Ecrosian Council, in consultation with relevant bodies.
- In the event that the assessment concludes that there is collusion or a deliberate effort by member states to protect each other from suspension, the failover mechanism shall be activated.
- The failover mechanism entails that the decision to suspend the voting rights of the implicated member states shall require a higher majority vote, exceeding the usual unanimous vote, to ensure the preservation of the Alliance's democratic foundations.
The specific procedures and thresholds for the failover mechanism shall be established through additional protocols or agreements, as deemed necessary by the Central Ecrosian Council, to ensure transparency and accountability. Regular monitoring and review shall be conducted to assess the implementation and effectiveness of the failover mechanism, with the objective of upholding the democratic principles and values of the Alliance. The failover mechanism shall not undermine the sovereignty of member states but rather serve as a safeguard against authoritarian tendencies and the erosion of democratic standards within the Alliance.
Article 14 — Ratification
The Central Ecrosian Treaty shall enter into force upon being duly ratified by the founding signatory nations, in accordance with their respective constitutional processes and legal requirements. For the treaty to come into force, it is necessary for the Federal Republic of Eleutherios, the United States of Jackson, and the Democratic Republic of Kivu to complete the ratification process.
Ratification signifies the formal expression of the signatory nations' consent to be bound by the provisions of the treaty, indicating their willingness to undertake the rights, obligations, and responsibilities enshrined within it. Each signatory nation shall undertake the necessary internal procedures and legislative measures to ensure the completion of the ratification process within a reasonable timeframe, taking into account their domestic legal frameworks and requirements.
Article 15 — Amendment
The Central Ecrosian Treaty may be amended to adapt to changing circumstances, improve the effectiveness of the Alliance, or address emerging challenges, provided that such amendments do not violate the Charter of the Terraconserva Council of Nations and continue to pertain to the Central Ecrosian area.
The proposal for an amendment to the treaty may be initiated by any member state of the Alliance or by the Central Ecrosian Council. The proposed amendment shall be submitted in writing to the Secretary-General, who shall circulate it to all member states. In order to become effective, the proposed amendment shall require the unanimous consent of all member states. Each member state shall undertake a thorough review and consultation process within their respective jurisdictions before providing their consent to the proposed amendment.
Upon receiving the unanimous consent of all member states, the proposed amendment shall be officially adopted and incorporated into the treaty. The amended treaty shall then be deposited with the Depositary, who shall promptly notify all member states of the amendment's entry into force. Member states shall take the necessary measures, in accordance with their respective constitutional procedures and legal requirements, to give effect to the amended provisions of the treaty within a reasonable timeframe.
Article 16 — Withdrawal
Any member state may decide to withdraw from the Alliance in accordance with its own constitutional requirements. The decision to withdraw shall be communicated in writing to the Government of Eleutherios, in its role as the treaty depositary. It is encouraged that a mutually agreed-upon withdrawal process be pursued between the withdrawing member state and the Alliance. The parties shall engage in negotiations in good faith to reach an agreement on the terms and conditions of withdrawal.
If no agreement is reached within two years from the date of the member state's notice of intention to withdraw, the member state shall no longer be bound by the treaties and obligations of the Alliance. However, it is understood that the withdrawing member state shall fulfill its obligations and commitments incurred during its membership until the effective date of withdrawal.
In the event of withdrawal, the withdrawing member state shall engage in close coordination with the Alliance to ensure a smooth and organized transition, taking into account any pertinent matters or commitments that may arise due to the withdrawal. The withdrawing member state reserves its inherent right to pursue an independent path, separate from the Alliance, from the moment the withdrawal becomes effective. The Alliance acknowledges and duly respects the sovereign decision of the withdrawing member state.
Article 17 — Official Languages and Dissemination of the Treaty
The designated official languages of the Alliance shall consist of Jackian, Kivuian, and Eleutherian. All official communications, documents, and proceedings within the Alliance shall be conducted and made accessible in these prescribed languages. It shall be the responsibility of the Government of Eleutherios, serving as the depositary of the treaty, to promptly distribute official copies of the ratified treaty to all member nations, ensuring each state is provided with an authorized copy of the document.
Amendments
Audrecelles Protocol
The Audrecelles Protocol is an important amendment to the founding treaty of the Alliance for Central Ecrosia Security (ACES). Named after the Montesayettean city of Audrecelles, which became the first non-founding member of the Alliance, this protocol was established to uphold the principle of collective self-defense and maintain the Alliance's ability to respond effectively to security challenges. The text of the Audrecelles Protocol is as follows:
- Preamble
- The member states of the Alliance for Central Ecrosia Security (ACES), acknowledging the significance of maintaining collective self-defense capabilities and enhancing the security of the Central Ecrosian region, hereby adopt the Audrecelles Protocol as an amendment to the Central Ecrosian Treaty. This protocol aims to fortify the defense posture of the Alliance and ensure its capacity to effectively respond to security challenges.
- Article 1: Minimum Military Expenditure
- Each member state of the Alliance shall allocate no less than 2% of its Gross Domestic Product (GDP) to military expenditures. The aforementioned allocation is deemed indispensable for the advancement and upkeep of individual and collective defense capabilities, as articulated in Article 7 of the Central Ecrosian Treaty.
- Article 2: Defense Cooperation and Planning
- The member states shall intensify defense cooperation, encompassing joint exercises, exchange of intelligence, and collaborative defense planning. Such cooperation endeavors to foster the exchange of expertise, the interoperability of defense forces, and the development of shared defense capabilities.
- Article 3: Mutual Assistance and Support
- The member states shall extend mutual assistance and support in times of necessity, encompassing crises, conflicts, or threats to regional security. This assistance may encompass diplomatic, economic, and military measures, as deemed requisite and consistent with the principles enshrined in the Central Ecrosian Treaty.
- Article 4: Compliance and Oversight
- The Central Ecrosian Council shall exercise oversight over the implementation and compliance of the Audrecelles Protocol. Regular reviews and assessments shall be conducted to appraise the effectiveness of the protocol and address any concerns or challenges pertaining to its implementation.
- Article 5: Adherence and Amendments
- The Audrecelles Protocol shall bind all existing and prospective members of the Alliance. Parties seeking admission to the Alliance shall conform to the provisions outlined in the protocol.
- Amendments to the Audrecelles Protocol may be proposed and adopted in accordance with the procedures stipulated in Article 15 of the Central Ecrosian Treaty.
- Article 6: Entry into Force
- The Audrecelles Protocol shall enter into force upon unanimous adoption by the member states of the Alliance. The protocol shall remain an integral component of the Central Ecrosian Treaty until modified, superseded, or terminated in accordance with the procedures set forth in Article 15.
- In witness whereof, the undersigned representatives, duly authorized by their respective governments, have signed the Audrecelles Protocol.
- Executed at Audrecelles, on TBA, in the TBA language, in a single original copy, deposited with the Government of Eleutherios as the treaty depositary.

The implementation of the Audrecelles Protocol is overseen by the Central Ecrosian Council, the principal political decision-making body of the Alliance. The council ensures compliance with the protocol and conducts periodic reviews and assessments to evaluate its effectiveness in maintaining collective self-defense capabilities. The Audrecelles Protocol, once unanimously adopted by the member states, becomes an integral part of the Central Ecrosian Treaty. It remains in force until amended, superseded, or terminated in accordance with the procedures outlined in Article 15 of the treaty.
Marathon Declaration
The Marathon Declaration is a significant milestone in the Central Ecrosian Treaty, bringing about extensive amendments that promote cooperation in various domains, with a specific focus on economics, culture, and regional development. It envisions the establishment of a free trade area, measures to enhance the movement of goods, and the creation of the ACES Interbank Consortium to fund joint development projects.
A notable aspect of the Marathon Declaration is the introduction of the Global ACES program, which seeks to achieve multiple objectives. These include promoting human rights, fundamental freedoms, the rule of law, equality, sustainable democracy, and good governance. The program also aims to facilitate well-managed mobility of people, encourage interpersonal connections, and foster cultural exchange.
The Global ACES program places significant emphasis on addressing developmental challenges such as poverty reduction, economic growth, social and territorial cohesion, rural development, climate action, and disaster resilience. Through this program, member states of the Alliance for Central Ecrosia Security (ACES) commit to collaborative efforts aimed at overcoming these critical issues and establishing conditions conducive to sustainable development within the region.
Moreover, the Marathon Declaration acknowledges the importance of confidence-building measures and initiatives that contribute to security, conflict prevention, and resolution.
