Rick Arnold Milhous (April 17, 1932 - October 29, 2019) is a former President of Gjorka from 1982 to 1989. Prior to his ascension to the presidency he served as the Vice President to Samuel MacMorrow. Milhous is considered one of the most corrupt presidents in Gjorkan History, even rivaling that of dictatorship predecessors.
Milhous was born in Éire into a working class family. He did not finish high school education in order to help his families business. However, tragically his mother and father were killed during a protest in Éire by Army soldiers. Following these events, Milhous decided to join the Armed Committee for the Restoration of Gjorkan Democracy and became on their most prominent members. Eventually he became chair of the civil activism wing of the group, organizing protests and riots to pressure for a return to Gjorkan democracy. He was an instrumental figure in the Black Revolution, particularly in convincing the right wing militias to accept the new democracy. In order to appease said right wing groups, Samuel MacMorrow decided to make Milhous his vice presidential nominee when he ran to become Gjorka's president in 1972 Gjorkan presidential election. His term as vice president was relatively uneventful however his wealth increased dramatically possibly as a result of embezzling funds.
Using the success of the MacMorrow administration Milhous ran for president in 1982, and win comfortably. The Milhous administration was extremely corrupt. The economic resurgence felt under MacMorrow was completely reversed as Milhous embezzled millions of dollars of public funds. Using powers MacMorrow had used to get rid of corrupt business CEOs he instead replaced MacMorrow's Business Tycoons with own friends creating a close circle of wealthy oligarchs. Despite his economic failings in the 1987 Gjorkan presidential election he managed to win narrowly in a case of what was later revealed as ballot stuffing. These abuse of powers, and corruption was revealed to the public with proof in 1989 by the Gjorkan Times who managed to get first hand testimonies, and acquire thousands of erroneous financial records. This report sparked mass protests across Gjorka which pressured the national assembly into investigating the Time's allegations. The investigation found Milhous guilty and a vote of no confidence was held, passing by a narrow margin of a 157 to 143. On February 2, 1989 Milhous was removed from office. Milhous was initially charged by federal prosecutors in regards to his crimes in office, but eventually was pardoned by President Leslie King in order to "help Gjorka move on". Milhous briefly tried to run for a National Assembly seat in Northern Gjorka in 1995, before eventually retiring from public life for good. He is regarded of one of Gjorka's most destructive presidents.
