Donguan (Monsilvan: 东光州; Pinyin: Dōngguāng zhōu), is a state of the Monsilvan Republic. The state has around 3.4 million people, with 88% of them living in the state's capital, Shangrao. It is located in south-eastern Monsilva, sitting east of Amking and north of Zaixian, with the nation of Zloveshchiy being to the east. Donguan is has a sub-tropical climate similar to neighboring Amking. Urban regions dominate the north of the state, near the coast, whilst rural areas can be found in the south of the state. The state of Donguan is governed by the Donguan State Government, with Deng Hai of the Freedom and Democracy Party being the current premier. The state is divided into 5 districts, 17 counties, 28 legislative constituencies and 73 municipalities and is equally represented by 5 Senators in the Senate and 28 members in the Legislative Assembly. The Donguan State Parliament consists of 73 seats, and is currently lead by the Freedom and Democracy Party, with the Reformed National Party leading the opposition.

Donguan is Monsilva's 8th most populous state, and has the 6th highest urbanization of all the states. In terms of industry, Shangrao is home to a large number of domestic and international video game companies, and has the second highest number of video-game companies in Monsilva, falling only behind Amking. Donguan also has a large tourism industry, with the majority of tourists visiting Shangrao. Guangfu is another city in Donguan, which sits close to the Zloveshchiyan border and has around 100k inhabitants. The city gained the unfortunate nickname of "ugliest city in Monsilva" thanks to its brutalist architecture and barren surroundings. Donguan has a nominal GRP of around ₵104 billion, giving it a GRP per capita of ₵30,942.

Donguan is connected by the Monsilvan Railways Administration, which provides services throughout the state. Shangrao and Guangfu, as well as having the MRA, are also served by the Shangrao Metro. Donguan has one international airport: Shangrao Pudong International Airport, which is one of Monsilva's busiest airports. Donguan is well connected by national railways, which includes a high-speed rail line that serves from Shangrao Pudong International Airport to Shangrao Central station, then out of the state towards cities such as Amking, Waiping and Zhangye.

Toponymy

The name, Donguan comes from the WG Pinyin of the Monsilvan "東光". Although the state was established in the 1980s, the name had been used for the region for a much longer period of time. The HY Pinyin of these characters is very similar, and is written as Dōngguāng. However, the WG Pinyin removes the excess 'g's as they are hardly pronounced. The character "東" (Dōng) means "East" in Monsilvan, which would refer to Donguan's position in the east of the country. Whilst "光" can mean words relating to "light". Therefore, etymologists have determined that the word likely referred to the sun rising in the east, and called it the "Eastern Light".

History

Prehistory and early dynasties

The region of Donguan has been inhabited for thousands of years thanks to its warm, coastal location. Historical evidence of settlements baring resemblance to Shangrao can be dated back to around 1200 BCE.

Donguan as it is today, was entirely under the authority of the Wu dynasty when it was established in 537 BCE. The region would have been used for fishing and other water-based farming, as other parts of the dynasty had much better land for agriculture.

When the when the Shang dynasty was created, succeeding the Feng dynasty, settlements in Donguan began developing, and this was when the first evidence of Shangrao and other towns in Donguan can be dated to.

Zhou dynasty and the Empire of Baltanla

When the Unification of the Monsilvan Kingdoms took place in 1201, Donguan became home to a large number of ports and harbors which were opening up all along the coast and bringing lots of business to the region. However, Donguan quickly became the perfect place for illegal trading and black market dealing. Shangrao became Monsilva's first pirate haven, which although causing problems for the government of the Zhou dynasty, it brought lots of growth to the region in other ways.

When the Zhou dyansty voluntarily ceded itself to the Empire of Baltanla, the pirate haven of Shangrao began dying out, as the empire's authority was too strong in the region and it became to dangerous for pirates to remain there. This damaged a lot of businesses in Donguan, and lead to a brief economic decline in the region. However, in the mid 1600s, the region began recovering as legal merchant ports became popular, as Amking's ports were too busy.

Kingdom of Great Shan and the Civil War

When Monsilva left the empire in 1730, Donguan had become a region divided into thriving market towns in the north, and barren, mostly uninhabited landscape in the south. Which quickly made a major impact on the location of the region's population.

When the Monsilvan Civil War arrived in 1824, Donguan was mostly untouched thanks to its distance from the conflicts which mostly took place west of Amking. However, the war affected the region in other ways. As Donguan's population was predominantly working class, the war brought famine and poverty to the region extremely quickly as many couldn't afford food as the war limited stock and prices went up. This also lead to many businesses in Shangrao and other towns to close down permanently which left lasting economic damage to Donguan.

Kingdom of Monsilva and the Republic

After the war, Donguan was intact but large areas of towns were completely abandoned. It took many years for people to begin returning to Donguan and start rebuilding the towns and bring back life and culture to the region. Fortunately, after around four decades of improvement work, Donguan became a thriving seaside region, and Shangrao along with Guangfu and other towns began rapidly growing.

When the Monsilvan Republic was established, the Donguan region was administered by the state of Lionglin, and from 1983 to 1984, was administered by the Lionglin State Government. However, this changed when Donguan was created as a state and given federal devolution in 1984. This lead to the establishment of the Donguan State Government as the state's new devolved government. The government has been run by the FDP since the establishment of the state.

Administration

Local government

The state of Donguan is governed by the Donguan State Government, based in the Donguan State Office in Shangrao. The state parliament is a unicameral legislature consisting of a 73-seat State Parliament. Each municipality in Donguan is represented by one State Parliament Member. Members are elected for four-year terms. The Parliament meets every week, with the day depending on the first weekday after the state election which takes place in different states at different times. The leading party in the State Parliament determines who will be the Premier. Deng Hai of the FDP has been the Premier of Donguan since 2023, after the previous premier suddenly announced they were stepping down as premier and as a State Parliament Member, calling an early state election.

National government

Donguan is represented in the Parliament of Monsilva by 6 Senators in the Senate of Monsilva and 28 Members of the Legislative Assembly.

Geography

Port of Shangrao, a major port that has been popular due to its deep waters allowing for the docking of large passenger and cargo ships.

Donguan is divided into the north and south, so although the state has a similar warm climate all around, the northern coastal region is very urban and green spaces have been established to prevent the barren landscape of the south reaching the cities.

Donguan has struggled from encroaching wasteland for many years, and many projects have been taken up by the state government in order to prevent it. In the last 10 years, around 100 million trees were planted in southern Donguan to encourage the growth of forest and hopefully prevent the land from becoming more barren.

Donguan's coast is also very deep which has become an opportunity for opening deep-water ports that large cruise ships can use, as they are banned from docking in Amking.

Climate

Coastal regions of Bazhong are very hot, and recieve a lot of sunshine during the dry season, but unfortunately occasionally suffer from bad typhoons during the wet season in the summer months. The warm late summer and spring makes Waiping and other coastal towns in Bazhong a common destination for tourists wanting a warm holiday by the sea. Architecture in Bazhong is well-known for being highly influenced by the state's climate. Many hotels, resorts, businesses and homes use reinforced roofs and windows to prevent serious damage to their property.

The 2022 census recorded that 208,010 people or 6.2% of Donguan's population were of non-Monsilvan descent. The table to the right shows the most common countries of origin of Donguan residents. Altough Donguan is very urban, its proximity to Amking has caused migration to the state to be lower than some states of similar populations. 91% of Donguan's population live in cities, being either Shangrao or Guangfu, which is also where the vast majority of Donguan's non-Monsilvan population lives. The other 301,951 people living outside of the cities are predominantly Monsilvan and live in towns scattered across the west and in the middle of the state.

Religion

Although Donguan has more followers of Monsilvan folk religion than followers of other religions or 'unaffiliated', it does not make up a majority of the state's population. In the 2022 Census, 'Monsilvan folk religion' was at 47.3%; then 'Unaffiliated' (anyone who does not associate with a religion, including atheism and agnosticism) followed with 34.3%; then 'Buddhism' with 12.2%; then finally, the 'Other' category, which includes Christianity and Islam, consisted of the last 6.2%.

The Monsilvan folk religion has always had the most followers out of the population of Donguan, however, Christianity has had a influence on the state for hundreds of years as well due to its proximity with Zloveshchiy, which is a predominantly christian nation. In recent decades, atheism and agnosticism have been on the rise in Donguan, and are expected to succeed Monsilvan folk religion as the largest group at the next census.

Religious composition in Bazhong according to 2022 Census

Monsilvan folk religion (including Confucianism and Taoism) (47.3%)

Transport

Donguan's transport is administered by the state's Department for Transport, which is a sub-department of the federal Department of Transport. Donguan is one of Monsilva's most accessible states by rail transport, with 12 railway stations that are served by the MRA. Alongside the MRA, the Shangrao Metro serves the Shangrao Greater Metropolitan Area as well as the city of Guangfu.

Due to the accessibility of public transport, Donguan's highway system is less thorough than more rural states. However, well maintained highways still connect the towns and cities of Donguan, as well as connecting the state to the rest of the country and to neighboring Zloveshchiy (with border crossings).

Education

Education is mandatory until the age of 18 for children living in Donguan, which is two years above the minimum age at the federal level (16). Donguan's towns and cities feature many schools, from elementary to high school. As well as this, Donguan is home to three higher education institutes:

The University of Shangrao (USH) is a highly regarded university in Monsilva, and has a mostly domestic student population. USH's top subjects include computer science and graphic design as well as electrical engineering which it is the top university in the country for technological subjects.

Donguan State University (DSU) is another well-regarded research focused university, especially in the fields of astronomy and physics. The university is well known for its large astronomical observatory which is used by both professionals and students.

The College of Technology, Guangfu is a public university which focuses on technological subjects such as IT and programming. The university does not rank very high, and has a small student population.

Shannan National Park is in central Donguan near the town of Shannan. The national park is home to Taoist Palace which has commonly been a place of pilgramige for Taoists.
