The bidding process of the 2023 OFL Continental Cup ended on 21 December 2019 when Monsilva was announced as the host. Before the deadline of January 1, 2019 there was three bids for the Cup, but the Baltanian bid was withdrawn a week before voting began.

Hosting Requirements

Joint bids of up to three member associations were permitted, and under exceptional circumstances, joint bids of four member associations also could be considered. The bidding process officially started on 1 January 2017.

The temporary suggestion of minimum stadia-requirements was:

  • 1 stadia with 50,000 seats
  • 2 stadia with 40,000 seats
  • 2 stadia with 30,000 seats

Gjorka

On 9 February 2017, the Gjorka Football Association (CCG) annouced Gjorka was formally exploring the possibility of submitting a bid to host the 2023 cup. Later that year on October 25 the President of the CCG, Gerry Kirkwood, announced Gjorka's intention to bid.

The Following stadiums were submitted in Gjorka's bid:

The Gjorkan Bid focused on three primary factors: Gjorka's past hosting of the Cup, the extensive network of stadiums already located in Gjorka, and the ease of accessibility of teams within Gjorka. Firstly, Gjorka is a past host of the cup hosting it in 1991 and in 2003. The Gjorkan Bid emphasized Gjorka's success at hosting those two previous cups and added Gjorka was due to host another. Secondly that Gjorka had an extensive network of large stadiums to be used for the Cup necessitating little renovation for the cup. As well, additional stadiums existed that could be used in the event of a backup being necessitated such as Ború Stadium in Nomakoa. Lastly, the Gjorkan bid emphasized the ease of transportation with Gjorka. Team's base camps would primarily be located in Gjorka City or Nomakoa but despite the distance between the cities there would be a multitude of options travel options between them and every city hosting a cup game with high speed rail, flights and direct highways existing already.

Monsilva

On 30 November 2017, the President of the Monsilva Football Association (MFA), Peng Wei, annouced Monsilva's intention to bid for hosting the 2023 OFL Continental Cup, after showing interest in hosting earlier in the year.

The following stadiums were submitted in Monsilva's bid:

The MFA saw it unnecessary for any new stadiums to be built and expressed confidently that the submitted stadiums would be perfectly capable of handling a large number of fans. As well as a way to increase travel to the country, the bid was also used to advertise the advancement of Monsilva's public transportation industry. It aimed to promote the efficiency of both the Monsilvan Railways Administration, which would provide affordable rail travel for fans travelling between cities and stadiums, and the Amking Metro, which would provide easy connections between Xu Zhou-da International Airport, Amking City Stadium, Fushao Stadium Quanfu and the rest of the city of Amking. The MFA stated that the stadiums submitted would be used strategically and they would avoid constant travel up and down the country and instead have the early matches in one of the cities, and the later matches being held in the other.

Withdrawn Bids

Baltanla

On 30 November 2017, the President of the Baltanian Football Association (BFA), annouced Baltanla's intention to bid for hosting the 2023 OFL Continental Cup, after showing interest in hosting earlier in the year. This would Benefit Baltanla's Tourist Economy and have more people to benefit the Baltanian National Railways Company and Baltanla too. 5 Stadiums were picked as they are the largest in Baltanla with the Quoc Stadium being the Biggest as Football is a Major Sport in Baltanla. On 14 December 2019, the BFA announced they were withdrawing Baltanla's bid, a week before voting was set to begin on the bids.
