The Speaker of the Council of the Republic, commonly known as simply the Speaker of the Council and officially abbreviated SCR, is a legislative officer of the Council of the Republic of The League and Concord who is tasked with "encouraging" and "facilitating improvements" in regional legislation. The position is ceremonial, as the Consulate of the Republic appoints a Council Delegate to the position and it holds no legal authority over the other sitting Council Delegates. The term for Speaker is two months long and can be renewed once consecutively.

The position was established on 8 March 2021 following the passage of CRM 5 the day prior, and its inaugural holder was Gagium, who was elected to the position by his fellow Council Delegates on 14 March 2021. Ever since The Constitutional Republic of Zion's term of May to September 2021, every Speaker has been appointed by the Consulate. The incumbent Speaker of the Council is Monsilva, who has been serving since 21 November 2023.

Establishment

On 7 March 2021, Greater Sacramento presented Council of the Republic Motion 5 (CRM 5) to the Council of the Republic for a vote. The motion called for a legislative office, named the "Director of the Council", to be established. The director would "encourage and facilitate the creation of bills", and would be required to be "active" throughout their term.[1] The thirteen members of the Council of the Republic voted unanimously in support of the position's establishment, and the Consulate of the Republic confirmed it would accept the motion the same day.

The position was established on 8 March 2021 following a constitutional amendment. Its name was changed from "Director of the Council" to "Speaker of the Council" by the Consulate. Washingtonian Republic suggested the name "President of the Council", but it was not accepted by Chief Consul Quebecshire and Consul Terranihil on the basis that it "would imply authority over the other delegates" and "misleadingly sounds like a head of state".

Constitutional framework

The Speaker of the Council of the Republic is defined in Article 3, Section 1, Clauses VIII–X of the Constitution of the Republic.[note 1][2]

VIII. There shall be a legislative officer titled Speaker of the Council of the Republic with no higher authority than their fellow Council Delegates who shall be tasked with encouraging and facilitating improvements in regional legislation.
IX. The Speaker of the Council shall be nominated by the Consulate and then confirmed by a Consulate-managed process which must include the consent of the majority of an incoming Council. If a nomination does not gain the majority consent of the Council, the Consulate will nominate a different Delegate until one is approved.
X. The Speaker of the Council's term shall fulfill a cycle of the Council of the Republic. The Consulate may remove the Speaker of the Council from office if there is a clear and present ineptitude in their duties. If the post is vacated by removal or resignation, the Consulate shall appoint an acting Speaker of the Council until the term has expired.
