Early life and career
Rye Kovan was born in Paletaph. His family originated from eastern Glaskarn, primarily modern day Lauvakia. Kovan attended the Icarisian Technological Institute where he obtained his Bachelors degree in Systems Engineering and International Relations. He then served in Icarisian Air Corps as a pilot and intelligence officer for 10 years. He then served as a corporate strategist for Company. After three years he went to work as an organizational strategist for non-profit.
Political career
While Kovan was working as an organizational strategist for non-profit, he ran and was elected to the Paletaph county board as his first entrance into politics. He served on the board for three years before he ran for in the 2065 Mayoral election of Paletaph.

First term
Kovan's initial allies in the National Parliament were Matthieu Cronig, Ivana Yassim, Jackson Willoughby, Ditmir Pernaska, and Ashley Holme. It was very clear he did not align well with Neil Forsyth's leadership of the national parliament, and often clashes with Robert Adamson, Zachary Welsh, Glenn Reeves, and Donna Kelly in NP proceedings.
Lockstep campaign
Neil Forsyth attempted to gain Rye Kovan's endorsement and membership of the Lockstep campaign, his and President Weber's march for independent and nonpartisan, unifying governance. Kovan turned down endorsing the campaign, he believed Forsyth's nonpartisan, moderate approach was simply a campaign ploy throughout his career to gain votes. Kovan firmly believed partisan politics gave citizens an avenue to be represented by a body that generally aligned with their values. He also felt the collaboration of two ideologies forming policy together was more productive than a body all claiming neutrality and moderation. Kovan was aligned heavily with Ashley Holme who also opposed the Lockstep campaign.
