The Monsilvan–Rakhmani Alliance (Monsilvan: 山拉赫聯盟; pinyin: Shān Lāhè Liánméng; Rakhmani: Иттифоқи Монсилвя Рахмана), formerly known as the Zhou–Novinsk Alliance, is one of the oldest military alliances that is still in force by political bilateral agreement. It was established by the Treaty of Novinsk in 1415, between the Zhou dynasty (since succeeded by the Monsilvan Republic) and the Grand Duchy of Novinsk (now the Tzardom of Rakhman). The alliance was formed out of an agreement between the two countries for Zhou ships to port in Rakhman after sailing around the continent of Ostlandet.

Historically, the Zhou dynasty and the Grand Duchy of Novinsk, and later the modern Monsilvan Republic and Tzardom of Rakhman, have never waged war against each other nor have they participated in wars on opposite sides as independent states since the signing of the Treaty of Novinsk. While the Zhou dynasty was subsumed under the Empire of Baltanla from 1568 to 1730, some anti-empire factions from Monsilva sought refuge and help in Rakhman. The alliance has served both countries throughout their respective military histories, influencing the participation of Monsilva in the Rakhmani Civil War, Siege of Zimolev and [RAKHMANI WAR]. Rakhman aided the Zhou dynasty, and later the Kingdom of Great Shan, Kingdom of Monsilva and modern Monsilvan Republic during the Beining Crisis (1414-1568), the Shan invasion of Shaoyu (1731-1732) and the Monsilvan Civil War (1824-1830). Monsilva recently supported Rakhman's proposed accession to becoming a member of the Ostlandet Union.
