On 10 October 2023, Paleocacher obtained indictments against four Terranilian citizens, including former Terranilian ambassador to Paleocacher Marsıa Ašta, for their alleged involvement in the 2020 assassination of Liberty City mayor Raimundo Galicias and attempted assassination of Ernest Pyle. On 26 October 2023, Eleutherian National Police arrested Ašta in Oikos. Following the signing of the Victoria Accords, Paleocacher dropped the arrest warrants and Eleutherian police released her on 29 October 2023.

Background

Ernest Pyle is a Paleocacherian investigative journalist who in April 2020 traveled to Kavarda, Terranihil to investigate the Kavardan ethnic cleansing. He trespassed on Terranilian restricted premises to take pictures of the Kavardan reeducation centers, in which alleged human rights abuses have occurred. He was discovered by Terranilian police but fled to Paleocacher.

Pyle published his findings in which he provided evidence of human rights abuses against ethnic Kavardans. Terranihil denied the accusations and filed for his extradition to be tried. On 4 June 2020, Ajaki military contractors from the Priznov Group attempted but failed to assassinate Pyle during a public speech and instead killed Liberty City mayor Raimundo Galicias. The mercenaries initially escaped but were later apprehended, extradited to Paleocacher, tried and sentenced.

Paleocacher accused the Terranilian government of hiring the mercenaries, which Terranihil denied. Following the OU military intervention in Ajakanistan, Paleocacher claimed that evidence of Terranilian involvement in the assassination had been discovered, including wire transfers and emails linking Terranilian officials to the Priznov Group.[1]

Indictment

On 10 October 2023, the Paleocacherian prosecution accused Terranilian ambassador to Ajakanistan Antas Spivem, former Terranilian ambassador to Paleocacher Marsıa Ašta, General of the Progressive Guard Oršaf Pitavıast, and the Terranilian Director of Internal Security Vazho Kelsath with four counts each of solicitation to commit murder, conspiracy to commit murder, conspiracy to traffic weapons, and conspiracy to launder funds.[2]

Arrest

Paleocacher released TERRAPOL arrest warrants for the four Terranilians. Marsıa Ašta had been moved to the Terranilian diplomatic team to Eleutherios following Terranihil's cessation of relations with Paleocacher. On 26 October 2023, the Eleutherian National Police arrested Ašta after she had left the Terranilian embassy.[3]

Initial international reactions

Terranihil

The Terranilian government requested that Eleutherian authorities immediately release Ašta and claimed her detainment and potential extradition was in violation of her human rights. Terranihil denied that there is reasonable suspicion that Ašta has committed the crimes she has been accused of and claimed she is a political prisoner. Terranihil also claimed that it would be inhumane to extradite Ašta to Paleocacher, because she would be at risk of torture and cruel and unusual punishment, citing Paleocacher's 2020 executions which were condemned by TCN Resolution 007.[4]

Quebecshire

Quebecshire stated it stands with Terranihil on the issue and requested Paleocacher drops its extradition requests. Quebecshirite federal police prevented Paleocacherian dignitaries to exit embassy grounds while Ašta remained in custody. Quebecshire also stated that the arrest caused substantial alarm and was a breach of trust between Quebecshire and Eleutherios. Quebecshire urged Terranihil and Eleutherios to accept it as a mediator in the dispute, as an ally to both nations.[5]

Paleocacher

Following the arrest and Quebecshirite reaction, it was reported that Paleocacherian officials were considering compromising by pursuing a trial for Ašta in the TCN International Courts.[6]

Pavulturilor

Pavulturilor expressed its solidarity with Paleocacher and its wishes for the further indictment and arrest of other National Progressive Party officials.[7]

Jackson

Jackson stated that the Jackian Bureau of Intelligence has thoroughly investigated the Paleocacherian allegations against Ašta and other officials and found that there is no reason to believe the accusations. Jackson stated it wishes to reach an agreement with Paleocacher but currently stands with the opinions of Terranihil and Quebecshire.[8]

Negotiations and release

The arrest occured while talks between Paleocacherian and Terranilian officials, as well as ACES representatives, were already in progress in Victoria, Jackson regarding Paleocacherian concerns about the Kavardan ethnic cleansing. Following the arrest, Paleocacher and Terranihil signed the Victoria Accords, in which Paleocacher recognized that there was not enough compelling evidence linking Ašta or other Terranilian officials to the assassination and agreed to drop its TERRAPOL arrest warrants for the four Terranilians. Eleutherios then released Ašta.[9]
