Levi Shamir (1985 - 2026) was the first President of the Theocratic States of Icaris and a former journalist. Shamir was an investigative journalist for his years before the Great War. After the fallout, Shamir joined a local faction near present-day Icaris. He was a well-known communicator, even at his young age. He helped organize the first Constitutional Convention and held a position as it's Chairman. The convention later voted him as the first President of the new country. He was respected by most that met him, demonstrating grace under pressure and a solid grasp of his values and what would make a community work well. His death came suddenly in 2026, two years into his second, and final, term as President. To this day, there is no concrete evidence of fowl play against Shamir, but it is widely accepted conspiracy that Shamir was assassinated. His daughter, Elise Shamir, held multiple positions in the Icarisian government, eventually serving terms as President.

Early life and childhood

Levi was born to Faysal and Nalia Shamir. Nalia was born in 1961 and attended Migaza National University from 1979-1983 earning a degree in botany. She married Faysal in 1980 and converted to Jursanity. Faysal served in the Migazan army from 1972-1979 and attended from Migaza National University from 1979-1983 earning a degree in military studies and theocracy. Faysal and Nalia served as Jursan missionaries until their death in 2002. They were killed as part of the Migazan Muhadist Genocide of Jursans.

Early career

Levi earned a journalism and public affairs degree from Migazan National University in 2007. From 2007-2015 Shamir worked for the national news agency. In 2014, Shamir worked in Southern and Eastern parts of Migaza, documenting injustices, published articles about Muhadi injustices and killing of Jurans. He was jailed for doing so, but was released.

Shamir was an early believer in the Nanti faith.

President of Icaris(2021-2026)

2021 Presidential election

First term

Upon Shamir's election his priorities included outlying a unified national identity for Icarisians, bolstering infrastructure, specifically in terms of energy usage and communications. The third priority was establishing a healthcare system that could benefit all. Shamir's final priority was establishing a strong relationship between the executive and legislative branches.

He set a standard for centralized command, decentralized execution for his cabinet and allowed them to bring initiatives to the table for debate. He also strongly advocated for state leaders voices to be heard by the executive.

Shamir took on a lot of negotiations himself, and allowed Esra Eisenhardt

2025 Presidential election

Second term

He headlined the "All For One" campaign, which was a national drive to encourage all government policies, business priorities, and other special interests were algined to meet the most common good. Shamir saw businesses taking off and wanted to make sure their had Icarisian nationalism at their heart. He outlined guidance for certain rights and conditions that should be upheld by businesses for their workers. This opened the door for labor unions growth.

He also began a campaign for environmental protections.

Shamir was a big supporter of a balanced budget, while his Vice President Eisenhardt was not. Shamir's priority was avoiding reliance on investor nations that would assert political influence on their new nation.

In his second term, he relied more heavily on his vice president to enforce his policies. He'd set expectations and priorities, set the national agenda, and initial negotiations. Eisenhardt would follow up and hold parties feet to the fire. Shamir's leadership style was to express his will and he expected it to come about. This was where his enforcer was necessary.

He faced more significant challenges with his Prime Minister, Ezer Rabzhak, who wanted to rely on the old fuel economy of Migaza rather than enforcing the sustainability agenda Shamir wanted.

Shamir was known for his reclusive lifestyle. He spent hours in prayer in the morning and evening. He vowed to never leave the country while he was president.
