The Central Ecrosian Treaty is an international defense and economic treaty signed on 28 February 1982, serving as the charter for the Alliance of Central Ecrosian States (ACES). Initially drafted and signed in response to the growing presence of the Cooperation and Development Coalition (CODECO) in Ecros, the treaty has played a crucial role in shaping regional cooperation and security. The treaty's first signatories were the countries of Eleutherios, Jackson, and Kivu, with Pennalla being the most recent addition. It established a framework for collective defense, requiring mutual assistance and support in the event of an armed attack on any member state.
Subsequently, the Central Ecrosian Treaty underwent a significant expansion in scope with the signing of the Marathon Declaration. This additional treaty broadened ACES's mandate beyond purely defense to encompass economic and security issues. The Marathon Declaration, which further consolidated the alliance, enabled ACES to effectively address emerging challenges, including cyberwarfare and the spread of harmful information. With the inclusion of economic and security considerations, the Alliance of Central Ecrosian States placed greater strategic emphasis on fostering regional stability and promoting economic development among member states. The treaty facilitated joint initiatives, infrastructure projects, and the sharing of expertise and resources to support economic growth and integration in the region.

Preamble
The Preamble, the Treaty's introductory paragraph, lays out the purposes of the new alliance:
- The Federal Chancellor of the Federal Republic of Eleutherios
- The President of the United States of Jackson
- The President of the Democratic Republic of Kivu
- United in the pursuit of peace, stability, and security in the Central Ecros region, guided by the principles of sovereignty, territorial integrity, and peaceful dispute resolution as enshrined in the Terraconserva Council of Nations. Recognizing the importance of collective defense and security cooperation, and mindful of the evolving security challenges in the region, we emphasize the paramount importance of promoting regional stability through collaborative military means. Driven by mutual trust, coordination, and diplomatic consultation among member states, we hereby establish the Central Ecrosian Treaty, binding ourselves to the following provisions:
The Central Ecrosian Treaty's preamble serves as a foundational document, providing a framework for the subsequent provisions of the treaty. It underscores the collective determination of the member states to work together within the global framework to achieve peace and security in the Central Ecros region.
Articles
Article 1 — Establishment of the Alliance
By this Treaty, the Parties establish among themselves an Alliance of Central Ecrosian States (hereinafter referred to as "the Alliance").
The Parties to this treaty, reaffirming their unwavering commitment to the principles of freedom, democracy, and the preservation of a secure and peaceful environment within Terraconserva:
- Acknowledge the existence of diverse political ideologies among the member states and declare their shared objective to foster an environment that respects the inherent right of each state to determine its own path while upholding common values of human rights, rule of law, and good governance.
- Pledge to engage in close cooperation to effectively address challenges that may arise, with the overarching goal of promoting stability and safeguarding the fundamental values of freedom, democracy, pluralism, and inclusive governance. This includes resolute action to counter any ideologies or systems that pose a threat to these principles.
- Recognize the vital importance of upholding human rights, the rule of law, and good governance as integral components of a just and equitable society. The Parties shall work collectively to ensure the protection and promotion of these values, fostering an environment that nurtures respect, tolerance, and inclusivity among all member states.
- Commit to enhancing cooperation and sharing best practices in order to reinforce the resilience of member states and the Alliance as a whole. This encompasses the exchange of information, intelligence, and expertise, as well as joint efforts to develop comprehensive strategies to combat terrorism, extremism, and other threats to peace and stability within Terraconserva.
- Affirm their dedication to the principles enshrined in the Terraconserva Council of Nations, recognizing the paramount importance of adherence to international law and the rights and obligations stipulated by the Council. The Parties shall conduct their activities and fulfil their obligations in accordance with these principles while upholding sovereign rights and non-interference in the internal affairs of member states.
Article 3 — Purpose and Activities of the Alliance
For the purposes set out in Article 2 of this Treaty, the Alliance shall undertake activities as outlined in this Treaty, in accordance with the established timetable. The activities of the Alliance shall include, but shall not be limited to, the following:
- Strengthening the collective defense capabilities of member states, promoting military cooperation, and fostering interoperability among their armed forces.
- Enhancing intelligence sharing and joint assessments of security threats to facilitate proactive and effective response measures.
- Developing and implementing strategies to counteract terrorism, separatism, extremism, and other forms of threats to regional stability and security.
- Conducting regular consultations and dialogues among member states to promote trust, confidence, and understanding, and to address common challenges.
- Promoting cooperation in the field of peacekeeping, conflict prevention, and crisis management, in line with the principles of the Terraconserva Council of Nations.
- Encouraging joint exercises, training programs, and capacity-building initiatives to improve the readiness and capabilities of member states' armed forces.
- Engaging in diplomatic efforts to foster regional cooperation, dialogue, and reconciliation, and to contribute to the peaceful resolution of disputes among member states.
- Supporting the principles of democracy, human rights, and good governance within member states, and cooperating to address any violations or threats to these principles.
- Strengthening the collective resilience of member states against cyber threats, including through the sharing of best practices, technical expertise, and the development of cybersecurity measures.
The Alliance shall regularly review and update its activities, taking into account the evolving security challenges and the changing regional landscape, to ensure their effectiveness and relevance in achieving the objectives set forth in Article 2 of this Treaty.
Article 4 — Key Institutions of the Alliance
The Alliance shall establish the following key institutions to facilitate its functioning, coordination, and decision-making process:
- Central Ecrosian Council: The Central Ecrosian Council shall serve as the principal political decision-making body of the Alliance. It shall consist of the permanent representatives of each member state, who shall engage in regular meetings and consultations. The Council shall be chaired by a Secretary-General. Decisions within the Central Ecrosian Council shall be made by consensus among the member states, ensuring a collaborative and inclusive approach to decision-making.
- ACES Military Committee: The ACES Military Committee shall be responsible for overseeing defense matters and military cooperation within the Alliance. It shall be composed of the Chiefs of Defence or their designated representatives from each member state. The Military Committee shall promote coordination and cooperation among the armed forces of the member states, facilitating joint exercises, information sharing, and strategic planning. The Military Committee shall provide advice and recommendations to the Central Ecrosian Council on defense-related issues.
- ACES Parliamentary Assembly: The ACES Parliamentary Assembly shall serve as the consultative interparliamentary organization for the Alliance, bringing together legislators from all member states. The Parliamentary Assembly shall provide a forum for dialogue, exchange of views, and cooperation among parliamentarians on matters related to ACES. It shall discuss and make recommendations on issues pertaining to the objectives and activities of the Alliance, promoting democratic oversight and accountability.
The Central Ecrosian Council, the ACES Military Committee, and the ACES Parliamentary Assembly shall collaborate closely to support the objectives and activities of the Alliance. They shall foster regular communication, coordination, and information sharing among member states, enhancing the effectiveness and coherence of the Alliance's endeavors.
The specific functions, procedures, and rules of operation for the Central Ecrosian Council, the ACES Military Committee, and the ACES Parliamentary Assembly shall be further elaborated in separate agreements and protocols, as determined by the member states. These agreements shall provide clarity on decision-making processes, voting mechanisms, working methods, and any necessary provisions for the effective functioning of the institutions.
