The Permanent Mission of Terranihil to the Terraconserva Council of Nations is the permanent mission of the Republic of Terranihil to the Terraconserva Council of Nations. It is under the management of the Department of Foreign Affairs, with a Permanent Representative apointed by the Director of Foreign Affairs.

History

The National Progressive Party under the leadership of Žapre Vírat opposed joining the TCN because of the its ultranationalism. The succeeding chairmen continued this policy, until Merol Bróth took power in 1969. He began reforming party policies that had persisted for three decades and expanded Terranihil's foreign relations. Bróth and the PPF approved of the nation's entering into the TCN on January 18, 1978.

Terranihil has maintained a consistant stand against resolutions that may infringe on national sovereignty. The nation has been the target of two resolutions regarding the ongoing Kavardan ethnic cleansing. It has voted consistently with the Terraconserva Economic Union caucus and relied on the TEU and Quebecshirite influence to protect its interests.

Department of Foreign Affairs

The Department of Foreign Affairs is the executive department responsible for all foreign relations, including TCN voting. Egath Tribon has led the department since 2010. TCN votes are generally decided upon by the Director, the Chairman, and other advisors. Alef Asmar is the Permanent Representative to the TCN, appointed by Tribon in 2017.

Terranihil is committed to diplomatically cooperating to preserve international peace, law, and order through pragmatic regulations, while maintaining national sovereignty and respecting the right of every nation to unintrusively govern its own people within the bounds reason.

Resolutions

TCN Resolution 008

Terranihil voted in favor of Resolution 008, stating "Terranihil recognizes the value in preserving endangered whale species and condemns the cruelty of some whaling practices." The Terranilian whaling industry is minuscule so the resolution had little effect on the Terranilian economy.[1]

TCN Resolution 010

Terranihil voted for this proposal, stating "these regulations are obviously necessary because of recent events in Paleocacher." Though some Terranilian government officials pushed against the bill, ultimately the DFA and top party oficials decided that the provisions were not overly stringent. Several human rights groups and foreign governments and officials have claimed that Terranihil is in violation of several of Resolution 010's provisions.[2]

TCN Resolution 015

The Terranilian delegation initially voted for the resolution, stating that "Terranihil recognizes the importance of education."[3] However, after further discussion with top party officials, Terranihil changed its vote to oppose the resolution, stating "although Terranihil sees the benefits in studying abroad, the current resolution is too vague," and that "the Joint Education Committee and the Education Visas may be a threat to Terranilian national sovereignty." Terranihil urged that such matters be handled by individual nations.[4]

TCN Resolution 018

The Department of Foreign Affairs in cooperation with San Carlos Islands authored resolution 018. Terranihil voted in favor of its own resolution, stating that education should not be regulated by the TCN and that, furthermore, no action has been taken to implement Resolution 015 since its passing.[5]

TCN Resolution 021

Terranihil voted in favor of this resolution, stating "protecting endangered species is a noble goal, and the proposal is not overreaching into a nation's affairs."[6]

TCN Resolution 022

Terranihil voted against this resolution because it supposedely "infringes on Terranilian sovereignty." Terranihil stated that "an international body should not have the authority to decide which lands can be exploited."[7]

TCN Resolution 026

Terranihil voted for this resolution, stating "it will protect Terranilian citizens and government officials from the arbitrary prosecution that some foreign nations wish to enforce on Terranihil." Terranihil approved of the protocol for trying international criminals.[8]

TCN Resolution 027

Terranihil voted for this proposal, stating "it is a reasonable bill and a natural follow up to Resolution 026."[9]

TCN Resolution 031

Terranihil voted in favor of Resolution 031, stating "Resolution 22 has the potential to infringe on national sovereignty," and that it "has not protected any sites."[10]

TCN Resolution 001

Terranihil abstained from voting on this resolution. The DFA stated that the internal conflicts of Morova carry no significance to Terranihil and its people.

TCN Resolution 002

Terranihil voted for this resolution, condemning Creeperopolis for "state terrorism and crimes against humanity". The vote was a continuation of Terranilian hostility towards Creeperopolis.

TCN Resolution 003

Terranihil voted against this resolution in the interest of maintaining arms trade with Morova. The Terranilian delegation stated that the Morovan internal conflict is not significant to Terranilian affairs.

TCN Resolution 004

Terranihil voted in favor of this resolution, stating that although the resolution's provisions are weak and that "Terranihil cares not for the crimes against Muslims in Creeperopolis", the Creeperian government should be condemned nonetheless.

TCN Resolution 005

Terranihhil voted against this resolution. Terranihil stated that it "opposes the radical Islamists of Deltino, but equally opposes the Creeperian government". Terranihil claimed that Morova's funding terrorists in Creeperopolis, although condemndable, is not a crime worthy of a naval blockade.

TCN Resolution 006

Terranihil voted in favor of this resolution. Terranihil stated that Creeperopolis should be investigated for war crimes.

TCN Resolution 007

Terranihil voted in favor of the proposal, and condemned the method of punishment used by the Paleocacherian government. Terranihil also urged Aurebeshia to take responsibility for its member nation and to ensure the behavior does not continue.[11]

TCN Resolution 009

Terranihil voted against this proposal, stating "it was a mistake by the Council of Nations to not have investigated Creeperopolis." Terranihil condemned the government sponsored mass killings, execution of atheists and homosexuals, and use of chemical weapons, and claimed they are common occurrences in Creeperopolis. The DFA also stated "it is disheartening to see so called 'civilized' nations vote in favor of this proposal."[12]

TCN Resolution 011

Terranihil voted for this proposal. Though Terranihil and Morova were allied and united in supporting Lyoan rebels, Terranihil recognized that Morova was unstable and that the nation's behavior regarding the sinking of Lady Kieva was questionable.

Terranihil stated it would accept the shipment carrying 2,000 rifles but would not transfer payment to Morova for the weapons. Terranihil also agreed not send the weapons to the Rally for Lyoan Democracy as requested by the resolution.

Terranihil then encouraged Karamazov to eliminate the religious insurgents in his country, stating Zion is an illegitimate state. Terranihil urged Morova to accept Terranilian support against Graham and his terrorists, though the nation denied the support. Terranihil also encouraged Morova to be more careful with refugees and respect the borders of other nations.

The DFA stated: "If Morova does not improve its behavior, it will be left behind by the rest of the world. This is not a threat; merely a reality that Morova must accept."

This resolution is considered one of the main turning points in Terranilian-Morovan relations and the decline of their alliance from increasing international pressure and condemnations of Morova.[13]

TCN Resolution 012

Terranihil voted against this resolution. Although Terranihil recognized the recent uncooperativeness of Morova on the international stage, it described Zion as "a disorganized, radical Christian cult." Terranihil stated: "Recognizing Zion would only escalate the conflict in Morova. Zion should be swiftly ended. It is quite ridiculous to recognize a handful of desert cultists with no discernible government, military, infrastructure, etc.."[14]

TCN Resolution 013

Terranihil voted for this resolution, stating that "The National Progressive Party has lost trust with Karamazov and his regime." Despite previously being allied with Morova, the PPF grew discontent with the nation's behavior. Terranihil had no quarrels with the nation funding rebels against the Lyoan government; however, it does not tolerate aggression towards Quebecshire. Terranihil placed embargoes on Morovan trade as a whole. This resolution officially brought an end to Terranilian-Morovan cooperation.[15]

TCN Resolution 014

Terranihil voted for this resolution, stating "Karamazov must be tried for his crimes and aggression." Terranihil agreed to the methods of the trial and sent judge "Adam Droz" to serve on the trial.[16]

TCN Resolution 016

Terranihil voted in favor of this resolution, stating "Morova has been decimated and it is likely that no government will rise to take control."[17]

TCN Resolution 017

Malgax authored resolution 17 to attempt investigating the Kavardan Reeducation Centers in Terranihil. Terranihil voted ardently against the proposal. The Department of Foreign Affairs released an extensive statement, stating in one section:

The Kavardan government has presented absolutely zero evidence for any of its claims. The government also states several falsities in its proposal.

Absolutely no evidence that Terranihil is committing human rights violations has been presented. How can this proposal be accepted on mere hearsay and accusations?

The Terranilian DFA clarified in response to the second preambulatory clause that it is untrue that nearly all Kavardans in Terranihil were relocated to reeducation facilities, since about half of all Kavardans in Terranihil were deported to Malgax. In response to the third and fourth preambulatory clauses, the DFA argued that the points are irrelevant, since atrocities occuring in other nations and at other times does not justify a supposed "invasion of Terranilian sovereignty and intrusion into Terranihil's internal affairs."

The DFA also accused Malgax of international crimes, including allegedly funding the Free Christian Army. The DFA then stated that Malgax is in no position to accuse other nations of wrongdoing and alleged that Malgax "sponsors murder and rape".

Permanent Representative Asmar argued against the Reian delegation's statement that "suspicion and possibility of human rights abuses and other detestable acts committed by a state should be enough grounds for holding some form of investigation." Asmar stated:

Mere suspicions are not grounds for an invasion of Terranilian sovereignty. Evidence is necessary for these great claims and none has been provided. The harm is the intrusion into Terranilian internal affairs, and the damaging of our foreign relations with other countries.

Terranihil commended nations such as Willdavie and Quebecshire who voted against the resolution.[18]

TCN Resolution 019

Terranihil voted for the resolution. Terranihil state slavery should not be tolerated within the TCN. Furthermore, it condemned Sequoyah as a hypocritical nation for its condemnation of Terranihil for alleged human rights violations in the Kavardan ethnic cleansing.[19]

TCN Resolution 020

Terranihil voted in favor the resolution. The goverment stated that action must be taken to stop the Sequoyan government's enslavement of the native tribal peoples. Terranihil condemned Sequoyah's actions as "abhorent".[20]

TCN Resolution 023

Terranihil voted against this proposal, stating "it is unclear whether the brutal conditions in Paleocacher have improved considering TCN Resolution 007 was passed less than four months ago." The DFA stated that Resolution 007 "should remain as a reminder of the terrible crimes against humanity Paleocacher has committed."[21]

TCN Resolution 024

Terranihil voted against this resolution, stating "the 'evidence' provided by Ernest Pyle is not substantial." Terranihil dismissed the pictures and witness reports as fabrications. Terranihil also claimed that "this resolution is akin to double jeopardy" for attempting to investigate Terranihil for the Kavardan ethnic cleansing in two resolutions. The DFA also stated "it is clear that most of Terraconserva is against this internationalist interventionist campaign in Terranilian private affairs."[22]

TCN Resolution 025

Terranihil voted against this proposal, stating "the Confederacy is simply a group fighting against being enslaved by the Sequoyan government." The DFA agreed with the Willdavisian statement that the Confederacy has not shown itself to be an international terrorist organization, considering they are only active within Sequoyah.[23]

TCN Resolution 028

Terranihil voted against this resolution. The Terranilian delegation's line of reasoning was similar to Quebecshire's. Terranihil stated "the condemnation of Sequoyah should stand, even if the nation claims it has reformed its ways and abolished slavery; the regressiveness of Sequoyah's actions and its effects on the native people of the land will not be quickly forgotten or forgiven." Terranihil also pointed out that the prohibition of purchasing Sequoyan goods only applies to goods produced via slaves, so as long as Sequoyah does not practice slavery, the operative clauses of resolution 19 will not sanction nor harm Sequoyah.[24]

TCN Resolution 029

Terranihil voted for this resolution, stating "it will make the detainment of international criminals much easier and hopefully ensure crimes such as Ernest Pyle's are more swiftly dealt with in the future."[25]

TCN Resolution 030

Terranihil voted for this resolution, stating "it is essential that the world acts before Sequoyah's underdeveloped and unsafe oil industry causes harm to Almanople Ocean and its neighboring terrestrial ecosystems." Terranihil claimed that slavery is still practiced in Sequoyah. The DFA additionally stated "the resolution is also beneficial for Terranilian economic interests." Resolution 030 halted Kavardan attempts at monopolizing the Sequoyan oil industry and decreased competition with Terranihil oil.[26]
