Preambulatory:
- Recognizing the status of multiple species of whale as endangered,
- Understanding that international commercial whaling has contributed to this,
- Appalled at the possibility of this form of sea life becoming extinct,
Operative:
Establishes a moratorium on the practice of whaling for commercial purposes.
Establishes the "Terraconserva Whaling Commission" as a body under the Terraconserva Council of Nations to regulate international law regarding whaling.
Each nation that previously engaged in whaling will be awarded a seat on the Terraconserva Whaling Commission.
The Terraconserva Whaling Commission will also maintain a rotating membership of three non-whaling nations, which will be selected every 4 years.
Allows for each whaling nation to kill whales for the purpose of scientific research only.
Allows for each nation engaged in whaling for the purpose of scientific research to set a quota of whales to be killed, to be approved by the Terraconserva Whaling Commission.
Establishes that no part of any whale killed for research can go to waste, therefore allowing for parts of the whale not used in research to be sold on the open market.
Hereby prohibits commercial whaling worldwide.
