The Peninsular Sale was an acquisition of land performed by Rakhman in 1888, the event would subsequently lead to the declaration of the 1889 Saratovan Constitution and the dis-establishment of the Saratovan absolute monarchy due to the Tzar of Saratov having sold the land to Konstantin II without the approval of Parliament, as well as the establishment of the Chehansk Free State under the personal control of Konstantin II of Rakhman.

Lead-Up to the Sale

Prior to the sale, a land survey performed in 1886 by the Duke of Chehansk, Yuri Dezhnev would find large deposits of diamonds, gold and bronze, additionally, the soil had been found fit for the growing of rubber and various other luxury goods such as coffee. The Duke did not notify the recently coronated Tzar Feodor III as he hoped to extract the resources for his personal wealth and suspected if he reported his findings that they would be used to pay off Saratov's debts and bolster the Tzar's luxurious lifestyle instead of receiving a share of the profits.

In early 1887, Duke Yuri set up the Chehansk Mining Company and began extracting vast quantities of diamonds and gold. However, his increasing expenses and increasingly lavish lifestyle eventually drew the attention of the Tzar, who called for an inquiry into the Duke as it was originally suspected he had been siphoning funds off the Royal Treasury due to Yuri Dezhnev also being the Vice-Treasurer General. By late 1887, the Tzar had discovered the existence of the mining and rubber operations in Chehansk and had Yuri Dezhnev arrested and tried for treason due to his concealment of the fortune produced by the company, however, due to the Saratovan Free Trade Act of 1883 the Tzar and his government were unable to take control of the company as both houses of the Saratovan Parliament refused to grant permission for the government to take control: The Commons' Chamber refused due to opposition to Tzar Feodor III's unregulated power and lavish lifestyle and the Ducal Chamber denied the Tzar's request due to fear of the Tzar gradually taking more control of their estates and property.
