The Council of Ministers (Cantuath: Comhairle nam Ministearan), or commonly called the cabinet of Hapatmitas, is the chief executive body of the Commonwealth of Hapatmitas. It consists of the prime minister and ministers of state chosen by the prime minister, both of which are nominally appointed by the President. The fundamentals of the cabinet's organisation, election and appointment, and procedure for dismissal are laid down in the constitution of Hapatmitas.
Like other parliamentary systems in Terraconserva, the cabinet, including the prime minister, is responsible to parliament, specifically the National Assembly. Hence, the prime minister and other cabinet ministers are also members of the National Assembly. Subsequently, parliament may dismiss any minister within the cabinet by a vote of no confidence. If the cabinet and/or the Prime Minister lose a confidence motion, the Council may transition into a caretaker government and the prime minister is allowed to ask the President for the dissolution of parliament; the prime minister may also ask the president to declare a legislative state of emergency, which allows the cabinet to use an advanced procedure that will enable for bills to be passed with the majority consent of the provincial councils.

- ↑ The officeholder is concurrently the Chief of Staff of the Cabinet Secretariat to provide them with a vote in cabinet meetings. Additionally, since the position is not a minister of state and is hence not entitled to attending cabinet by virtue of their office, the officeholder may be left out of the cabinet in any government formation or ministerial reshuffle.
