JurisdictionGovernment of Hapatmitas

The cabinet of Hapatmitas (Cantuath: caibineat na Hapatmitas), officially the Ministerial Council (Comhairle Mhinistreil), or also called the Council of Ministers (Comhairle nam Ministearan), is the chief executive body of the Commonwealth of Hapatmitas. It consists of the first minister and ministers of state chosen by the first minister, both of which are appointed by the Presidency. The fundamentals of the cabinet's organisation, election and appointment, and procedure for dismissal are laid down in the constitution of Hapatmitas.

Like other parliamentary systems in Terraconserva, the Cabinet, including the first minister, is responsible to parliament, specifically the National Assembly. Hence, the first minister and other cabinet ministers are also members of the National Assembly. Subsequently, parliament may dismiss any minister within the cabinet by a vote of no confidence. If the cabinet and/or the First Minister lose a confidence motion, the Council may transition into a caretaker government and the first minister is allowed to ask the Presidency for the dissolution of parliament; the first minister may also ask the Presidency to declare a legislative state of emergency, which allows the cabinet to use an advanced procedure that will enable for bills to be passed with the majority consent of the regional councils.

Notes

  1. The officeholder is concurrently the Chief of Staff of the Cabinet Secretariat to provide them with a vote in cabinet meetings. Additionally, since the position is not a minister of state and is hence not entitled to attending cabinet by virtue of their office, the officeholder may be left out of the cabinet in any government formation or ministerial reshuffle.
