It consists of the prime minister and ministers of state chosen by the prime minister, both of which are nominally appointed by the President. The fundamentals of the cabinet's organisation, election and appointment, and procedure for dismissal are laid down in the constitution of Hapatmitas.

Like other parliamentary systems in Terraconserva, the cabinet, including the prime minister, is responsible to parliament, specifically the National Assembly.
