Shepherd was chosen by new Minister of International Relations, Sasha Petrov, to be his deputy in 2071. The move was shocking to many as Shepherd had become a fringe public figure known for his radical nationalist politics. Shepherd's tenure was doomed from the beginning in the eyes of the public, however, when Dietrich Weber was elected and new MoIR Hidalgo assessed the ministry, they determined Shepherd was a surprisingly important asset to picking up the pieces of the Ministry that Petrov had left in shambles.
