Ben Shepherd is a global security expert, businessman, political activist, and government official. He began his career as a global security expert in the Office of Strategic Conflict Management, becoming its Director in 2058. He founded the global policy think tank ____ and served as a professor at ___ college. In 2064 he left his career in public policy and invested in the new computer company ___, becoming the company's Senior Vice President for Global Negotiation. Three years later he left the company and sold off his investment in the company. This surprising move became clearer when the company was bought out by Ichanda Technologies as part of a patent infringement settlement deal. After leaving the company, Shepherd founded the extreme-nationalist, pro-big government, pro-Nantist political adovcacy group, the Conservative Action Committee. Speaking across the country and a vocal proponent for the most fringe policy positions, Shepherd's reputations as a global policy expert was tarnished.

Shepherd was chosen by new Minister of International Relations, Sasha Petrov, to be his deputy in 2071. The move was shocking to many as Shepherd had become a fringe public figure known for his radical nationalist politics. Shepherd's tenure was doomed from the beginning in the eyes of the public, however, when Dietrich Weber was elected and new MoIR Hidalgo assessed the ministry, they determined Shepherd was a surprisingly important asset to picking up the pieces of the Ministry that Petrov had left in shambles.
