The Pretoria Peace Accords (Illyrian Iberic: Paex Tractato de Pretoria, Kivuian: Friedensabkommen von Pretoria, Abersianian: Vredesakkoorden van Pretoria), also known as the Pretoria Peace Treaty was the treaty which ended Aberso–Illyrian War and was meant to ensure the long term political stability of South Ecros. The treaty created two committees, the Aberso–Illyrian War Reparation Committee (AIWRC), and the New Illyrian Political Freedom Assurance Committee (NIPFAC), along with instituting the New Illyrian ACES Peace Implementation Force (NIAPIF) and the New Illyrian ACES Police Mission (NIAPM).

Provisions

Preamble

The undersigned, the Minister of Foreign Affairs on behalf of the Sovereign United Archipelago of Abersiania and as a member of the Alliance of Central Ecrosian States, on the one hand, and the Marshall of Foreign Affairs of New Illyricum on behalf of their government, on the other hand,

In the earnest pursuit of enduring peace, regional stability, and mutual cooperation between our nations, we solemnly commit to the following principles:

- To Cease All Hostilities between Abersiania and New Illyricum;

- To Promote Long-Term Regional Stability;

- To Establish Mechanisms for Fair Conflict Resolution.

With the objective of halting the conflict between our two nations and securing a tranquil and harmonious future, we hereby individually, collectively, and mutually agree to accept and be bound by the conditions and terms of the Framework for Peace between Abersiania and New Illyricum as set forth in the following Articles and Paragraphs.


Article 1; Demarcation of the Maritime Border

Subarticle 1

A temporary demarcation line, in accordance with the equitable equidistance principle, is hereby established to govern the maritime border. The precise location of this Equidistance Demarcation Line is delineated on the attached map (Figure A).

Subarticle 2

Both Parties shall promptly withdraw all military vessels from the naval territories of the other party, as defined by the Equidistance Demarcation Line. In the event of military vessels becoming lost, damaged, misled, or otherwise impaired within these waters, both Parties commit to assisting their return to their respective homelands.

Subarticle 3

The Claufenese Sea shall be open to civilian shipping from both Parties. For the purpose of this agreement, civilian vessels are defined as non-military watercraft exclusively engaged in the transportation of non-combatant cargo or passengers, including but not limited to merchant ships, fishing vessels, pleasure craft, research vessels, and other similar craft. These vessels must not carry arms, armaments, or military personnel and shall not operate under the authority of their home country's military.

Subarticle 4

Both Parties shall assume responsibility for ensuring the safety, security, and freedom of movement of the other party's civilian vessels within the Claufenese Sea. This obligation extends to safeguarding the rights of navigation and maintaining peace and order in these shared waters.

Article 2; Conflict Resolution and Prisoner of War Exchange

Subarticle 1

Both Parties recognize the need to address the consequences of the conflict and provide restitution for damages incurred during hostilities. The specifics of reparations shall be determined through subsequent negotiations with the intention of achieving an equitable and just resolution.

Subarticle 2

The Parties commit to cooperating in the assessment of damages, and a joint committee comprising representatives from both nations shall be established to oversee the reparations process. This committee shall work diligently to ensure that reparations are fairly distributed and that the rights of affected individuals and entities are upheld.

Subarticle 3

Both Parties, in their pursuit of a just and enduring peace, solemnly undertake to promptly and systematically exchange prisoners of war (POWs) and detained civilians. This exchange shall be executed in strict conformity with established legal norms and principles, ensuring the expeditious and secure repatriation of these individuals to their respective states.

Subarticle 4

Lists of captured military personnel and detained civilians shall be shared without delay, and the Parties shall collaborate closely to expedite the immediate repatriation of these individuals in full accordance with the pertinent international humanitarian laws and conventions.

Article 3; Long-Term Regional Stability

Subarticle 1

In the interest of ensuring long-term regional stability, New Illyricum shall undertake substantial political reforms. These reforms include the introduction of universal suffrage and the organization of a democratic election, to be observed by the New Illyrian Political Freedom Assurance Committee (Subarticle 2) within the next six months from the signing of this agreement. The goal of these reforms is to establish a democratic system of governance that reflects the will of the people.

Subarticle 2

To assure the full administrtion of Subarticles 1 and 3, the New Illyrian Political Freedom Assurance Committee (NIPFAC) shall be formed. The NIPFAC is to consist of a total of 10 council members, 2 coming from each of the following nations, the Republic of Kivu, the United States of Jackson, the Democratic Federation of Entropan, the Montesayettan Commonwealth, and the Free State of Tirol. The committee is to work fully unbiasedly with the sole goal of fully assuring the completion of Subarticles 1 and 3.

Subarticle 3

In addition to democratic elections, New Illyricum shall raise the minimum marriageable age or age of majority to meet acceptable international standards, in alignment with recognized human rights principles.

Subarticle 4

Upon the successful implementation of the political reforms outlined in Subarticles 1, 2, and 3, the Alliance of Central Ecrosian States and Abersiania hereby recognizes and guarantees New Illyricum's sovereignty and territorial integrity.

Article 4; Security Support for New Illyricum

Subarticle 1

Recognizing the regional instabilities and the critical importance of a secure environment during the transition to democracy in New Illyricum, the Alliance of Central Ecrosian States (ACES), with the consent of New Illyricum, shall provide comprehensive international security support. The security support shall be organized into two distinct phases:

Phrase Able

ACES shall establish an Implementation Force with a one-year mandate to ensure peace enforcement, safeguard stability, and protect the security of New Illyricum during the initial stages of democratization. The Implementation Force shall operate in accordance with the principles of international law and shall be subject to regular review and consultation with the government of New Illyricum.

Phrase Baker

Following the conclusion of the Implementation Force's mandate, ACES shall deploy a police support unit, known as the ACES Police Mission, with a four-year mandate. The mission of the ACES Police Mission shall be to assist New Illyricum in building a secure and stable environment conducive to democratic governance. This mission shall prioritize civilian policing, conflict prevention, and the rule of law.

Subarticle 2

Throughout both phases, ACES and New Illyricum shall maintain close consultation and cooperation to ensure the successful execution of security support and a smooth transition from the Implementation Force to the ACES Police Mission.

Article 5; Other Provisions

Subarticle 1

This Framework for Peace between Abersiania and New Illyricum represents the entirety of the agreement reached between the Parties. Any prior understandings, whether written or verbal, are hereby superseded.

Subarticle 2

This treaty shall enter into force upon the signature of the plenipotentiary representatives of the parties participating in the Pretoria Palace Summit. All the parties concerned shall strictly implement this Agreement and its Protocols.

Subarticle 3

The treaty is open to accession by other interested parties. Requests for accession shall be submitted in writing to the depository, who shall promptly notify the signatories.

Subarticle 4

The Ministry of Foreign Affairs of the Free State of Tirol shall serve as the depository for this treaty.

Done at Pretoria Palace, Innsbruck, the Free State of Tirol, this twenty-third day of October, in the year two thousand twenty-three, in Jackian, Kivuian, Abersianian, and Iberic, all texts being equally authentic.
