The Victoria Accords is an agreement signed by Paleocacher and Terranihil and then agreed upon by ACES on 28 October 2023. Following Paleocacherian concerns to ACES about the Kavardan ethnic cleansing, Terranihil agreed to allow an ACES investigation into the ethnic cleansing if Paleocacher were to embargo weapons and aircraft from CODECO nations and propose a similar embargo to the Ostlandet Union because of alleged human rights abuses in CODECO that Paleocacher had supposedly ignored while focusing on the Kavardan ethnic cleansing.

Background

Kavardan ethnic cleansing

The Terranilian government has committed a series of ongoing human rights abuses against Kavardans in the region of Kavarda that has been called the Kavardan ethnic cleansing or Kavardan genocide by some governments and human rights organizations, though many governments dispute these labels. Following the February 7th Attack on Mestaga in 2020 which mainly targeted Vaktrian civilians, the Terranilian government under the administration of President Draıčren Armǎk issued the Stability Order, which stated the government's intention to establish peace and safety from terrorist attacks in Mestaga and other parts of eastern Terranihil.

Led by the Progressive Guard, the paramilitary unit under direct orders from the National Progressive Party, Terranilian security forces incarcerated between 50,0000 to 100,000 Kavardans without any legal process in internment camps and displaced over 300,000 others. The estimated Kavardan deaths vary from 50,000 to 200,000.

Several nations and organizations have raised their concerns about the ethnic cleansing and lack of action to investigate and end the campaign to the international community. Paleocacherian officials and journalists have taken an interest in investigating the ethnic cleansing, including Ernest Pyle. In particular, TCN Resolution 017 attempted to investigate the ethnic cleansing but was vetoed by Quebecshire.

Arrest of Marsıa Ašta

On 10 October 2023, Paleocacher obtained indictments against four Terranilian citizens, including former Terranilian ambassador to Paleocacher Marsıa Ašta, for their alleged involvement in the 2020 assassination of Liberty City mayor Raimundo Galicias and attempted assassination of Ernest Pyle. On 26 October 2023, Eleutherian police arrested Ašta in Oikos.

Hauptstadt negotiations

In late October, Paleocacherian, Terranilian, and ACES officials met in Hauptstadt, Kivu after Paleocacher raised concerns with ACES over their alleged negligence by not intervening or even recognizing the Kavardan ethnic cleansing. The arrest of Ašta occured amidst these negotiations.

Paleocacher pushed for an investigation into the ethnic cleansing. Terranilian representatives demanded that the TERRAPOL arrest warrants be dropped. Furthemore, Terranihil decried Paleocacher's inconsistent approach to handling international human rights abuses, claiming that Paleocacher has ignored blatant abuses in CODECO nations such as the Deltinian Genocide. Terranihil agreed to compromise and accept an investigation, if Paleocacher would also end any arms and aircraft sales with CODECO and propose a similar embargo to the Ostlandet Union.

PREAMBULATORY:

Committed to peace, democracy, and human rights throughout Terraconserva,

Recognizing that there is no compelling evidence that links the Terranilian government or any Terranilian citizen to the assassination of Mayor Raimundo Galicias or attempted assassination of Ernest Pyle,

Acknowledging that there is an ongoing humanitarian crisis in the Terranilian governorate of Kavarda,

Interested in understanding the cause of this crisis,

Recognizing that several militant groups in easten Terranihil including the Free Christian Army, the Alhaz Freedom Fighters, the Jewish Army for the Liberation of Alaia, and the Resistance have contributed to the crisis,

Condemning the extensive human rights abuses in several CODECO nations which have gone largely ignored,

OPERATIVE:

The Paleocacherian government withdraws its TERRAPOL arrest warrants against Marsıa Ašta, Vazho Kelsath, Antas Spivem, and Oršaf Pitavıast,

Paleocacher classifies the Resistance, the Free Christian Army, the Alhaz Freedom Fighters, and the Jewish Army for the Liberation of Alaia as terrorist organizations,

Paleocacher prohibits any weapons and aircraft sales to or from CODECO member nations until both Paleocacher and ACES have determined that human rights abuses in CODECO member nations have ceased,

Paleocacher proposes a binding resolution to the Ostlandet Union to also prohibit any weapons and aircraft sales to or from CODECO member nations,

ACES establishes the Committee for Inquiry into the Crisis in Kavarda (CICK),

  • CICK will consist of experts from ACES member states,
  • CICK will inquire into the cause of the ongoing humanitarian crisis in the Terranilian governorate of Kavarda and resultant refugee crisis
  • CICK wil publish its findings along with a course of action on remedying the crisis,
  • ACES member nations and the Paleocacherian government will accept the results of the inquiry as their official position on the issue of the crisis in Kavarda,
  • Following CICK’s publication, ACES will establish the Kavardan Humanitarian Care Fund with the purpose of funding humanitarian efforts in Kavarda,
  • Paleocacher will provide an initial donation of 550 million Selkies to the Kavardan Humanitarian Care Fund
