Tommy Papillion (2019-2074) was the tenth President of the Theocratic States of Icaris and the twelfth Director of the Regulation Administration of Monetary Policy. Papillion was the second president in the history of Icaris to officially be an independent (the first being President Levi Shamir). He won the 2069 election with 74.5% of the vote, the largest margin of victory since President Levi Shamir's 2021 victory, which was 89%. Prior to becoming a politician, Papillion was a multi-millionaire businessman and socialite. He was known for his large donations to the Libertist and campaigned for their candidates.

Ran against Patrick Schwimmer for the Libertist Party nomination. Dropped out of that party's primary to run on an independent ticket with Traditionalist Will McKenzie.

On the campaign trail as a Libertist, he joined the popular Traditionalist candidate Will McKenzie, to form an Independent ticket for the presidency. Their populist optimism won them an overwhelming majority in the polls, not seen since Levi Shamir's election in 2021. However, this public approval bliss was very short lived when their presidency was caught up in several major scandals, eventually ending in the convictions, deaths, and investigations of many politicians. Tommy Papillion was a prior millionaire business mogul, and when an investigation was opened into his charity foundation, it brought national attention. Shortly after, the Minister of Defense, ___ (viktor yanikovych) fired the Homeland Protection Agency director, the agency responsible for federal investigations. This was seen as major obstruction of justice, and it did not end there. One week later an audio recording of inside Papillion's home surfaced, and presented, what sounded like, either verbal and/or physical abuse by Papillion against his wife. Later that same year, the Minister of Defense was caught by a reporter who had asked if the President was involved in the decision to fire the HPA director, his response was "We discussed it and agreed on the best course of action." That very same day, within the hour, the President released a statement saying "I had nothing to do with this, I had no prior knowledge of this decision, maybe I should have, but I didn’t. We did not discuss it.” Who was lying? Several days later a sex scandal between the Minister of Defense and the Vice President, Will McKenzie's wife emerged, and the Vice President made it clear the Minister of Defense or he would have to vacate the administration. Tommy Papillion fired the Minister of Defense shortly after. In a shocking ending to part of the story, as the former HPA director was giving a news conference, one that would reportedly expose the President, he was assassinated. Talks of Tommy Papillion's impeachment were stalled until his term was over. He was immediately arrested for fraud, however, on his way to testify before a grand jury, he was assassinated on the court room steps. It is rumored he was involved with organized crime, as well as many high level, even cabinet officials.
