In Saratov, the country is broken down into Duchies or герцогтықтар/gercogtıqtar, these are administered by Ducal families with the help of hereditary officials from the Counties of the respective Duchy, and are the first level of administration below the Saratovan government. These are then divided into Counties which are administered by Counts with the help of elected officials from the lower subdivisions of cities and townships, which have no hereditary officials as the lower subdivisions have elected officials instead.
Duchies and Counties hold the most power as they hold control over local infrastructure, finance and transportation and can be present within the Saratovan Parliament (as long as it is the respective Duke or Count) and thus can have an affect on sub-national and national policy, this has caused controversy in the past such as the Duke Oskemen Scandal.
