The Permanent Mission of Paleocacher to the Terraconserva Council of Nations (Misean Comhairle Paleocacherian: Misean Dioplòmasach Maireannach Paleocacherian gu Comhairle nan Dùthchannan) is the permanent mission of the Republic of Paleocacher to the Terraconserva Council of Nations. It is under the management of the Department of Foreign Afairs.

History

Following the Creeperian Civil War, due to its status as the deadliest conflict in human history and the economic problems it caused for the surrounding regions, several members of the international community founded the Terraconserva Council of Nations, an international body to mediate global disputes and pass resolutions regarding international policy, the foundation of which was formalized by the ratification of the Charter of the Terraconserva Council of Nations. The organization was headquarted in Bostonia, adding to its influence both in Quebecshire and now as a major global diplomatic centre. Of the founding members of the organization Quebecshire, Greater Sacramento, and Eminople became permanent members, more informally referred to as the "Big Three," earning them permanent placement in both principle institutions and the condition of unanimous consent in regards to Security Council and admittance matters, effectively providing them a veto power in most circumstances.

The Paleocacherian president of the time, Norman Kemp, viewed the creation of an international community as a way to break the normally insular country out of its shell and create more opportunities for international trade. Paleocacher was a founding member of the TCN.

Department of Foreign Affairs

The Paleocacherian Department of Foreign Affairs maintains the mission. The current ambassador is Maurice Brooks.

General Assembly

Mission

The Paleocacherian mission to the General Assembly of the Terraconserva Council of Nations is housed in the 26th floor of the same building the Reian Mission is based in.

Resolutions

TCN Resolution 008

The Paleocacherian delegation voted in favor of this resolution in order to help preserve marine species and ecosystems despite the ongoing practice of whaling in some Paleocacherian jurisdictions. Paleocacher is a member of the Terraconserva Whaling Commission. [1]

TCN Resolution 010

Following Paleocacher's condemnation and the adoption of a new constitution the government was eager to win back international approval and so voted in favor of regulating execution methods. [2]

TCN Resolution 015

The Paleocacherian government helped to sponsor this resolution in an attempt to promote cooperation between the educational systems of different countries to reduce disparities in educational quality. This resolution was later repealed by another for being too overreaching. [3]

TCN Resolution 018

The Paleocacherian government abstained from voting for this resolution to repeal TCN 015. [4]

TCN Resolution 021

The Paleocacherian government voted strongly in favor of this resolution to protect endangered species. [5]

TCN Resolution 022

The Paleocacherian delegation authored this resolution as an additional measure to stop the Sequoyan Slave Trade. It passed but due to the overreaching nature of the legislation and the end of the Sequoyan slave trade with the Treaty of Asequi the created agency, the International Geographic Survey was never formed and the resolution was eventually repealed in October of 2020. TCN Resolution 026

The Paleocacherian delegation voted in favor of this resolution for the creation of a legal procedure and body called the Terraconserva International Court. [7]

TCN Resolution 027

To help clarify the powers of the Terraconservan International Court the Paleocacherian mission voted in favor of this resolution. [8]

TCN Resolution 031

The Paleocacherian delegation votes in favor of repealing Resolution 022. While the intention is a noble one we acknowledge that mistakes were made in the wording of the bill and we express hope that a better, less intrusive and overbearing version can be made into law. [9]

Security Council

Mission

The Paleocacherian mission to the Security Council of the Terraconserva Council of Nations is housed in the same office space as the rest of the delegation. A Paleocacherian military attaché is assigned to this delegation as an adviser.

Resolutions

TCN Resolution 001

The Paleocacherian mission to the TCN approved this resolution and called the wanton killing of civilians unpermissable. The Paleocacherian delegation suggested an investigation be conducted to determine if sanctions or other measures needed to be taken and suggested that efforts be undertaken to bring both sides of the Morovan Civil War back to the negotiating table. TCN Resolution 002

Paleocacher voted against this resolution as it was felt to be rushed and poorly written. An investigation into the conflict in Creeperopolis' southern provinces was suggested. [11]

TCN Resolution 003

Paleocacher voted in favor of this legislation as it was viewed as a positive way to prevent the escalation of violence in Morova. F[12]

TCN Resolution 004

The Paleocacherian mission abstained from this vote because it was felt that the allegations lacked evidence. The Paleocacherian ambassador suggested an investigation. [13]

TCN Resolution 005

Due to the escalation of violence in Morova the Paleocacherian delegation voted in favor of this resolution and pledged the support of the Paleocacherian Navy. [14]

TCN Resolution 006

The Paleocacherian government voted in favor of investigating the Creeperian government for crimes against humanity and other allegations. However due to the difficulty of foreigners gaining access to the region and the lack of initiative on the international community's behalf, no investigation was conducted before the legislation was repealed. TCN Resolution 007

In the aftermath of the executions that were the culminating event of the 2020 Paleocacherian Coup Attempt the TCN passed a condemnation of Paleocacher for the methods of execution used due to their publicity and brutality. The incumbent Paleocacherian government voted against this condemnation, saying that although the practice was horrific and outdated it was still Paleocacherian law that traitors be executed in this matter. As a result of the international and domestic backlash President Clark later resigned and the Special Paleocacherian Constitutional Convention was convened to write a new constitution to modernise the country's government. The Paleocacherian government abstained from this vote because there were valid points on both sides. [17]

TCN Resolution 011

The Paleocacherian delegation voted against this resolution due to the clauses that the Morovan government was primarily at fault for the Lady Kieva incident and that their attempt to seek reparations was called extortion. Despite this vote the Paleocacherian government still participated in the blockade. [18]

The Paleocacherian delegation approved this resolution because it felt that it could help open a dialogue between the warring sides. [19]

TCN Resolution 013

The Paleocacherian mission reluctantly voted in favor of this resolution in order to compel the Morovan government to come to the negotiation table. [20]

TCN Resolution 014

Following his arrest in the aftermath of the Battles of the Glaceis Ocean the Paleocacherian government voted in favor of this resolution and filed charges against him for crimes in Paleocacher. [21]

Following the release of the Pyle report the Paleocacherian government co-authored this resolution calling for the closure of the Kavardan re-education centers in Terranihil. The resolution failed due to veto by the Quebecshirite government. [27]

The Paleocacherian delegation voted in favor, stating that while they believed it would be in the Region's best interest to send a peace-keeping force, the deployment of Non-Humanitarian Aircrfaft (Referring to Military Aircraft) would prove counter-intuitive, with the main objective of a Peace-keeping force to upholding peace. The Paleocacherian delegation voted in favor, stating that it was time for the Nation of Sequoyah to be returned into the 21st Century, whilst hoping for the swift and peaceful conclusion of the CODECO invasion. [35]

Terraconserva International Court

Caucusing

Paleocacher is a member of Aurebeshia and generally votes alongside its members.

Controversy and Criticism

A Paleocacherian deputy ambassador to the TCN was sacked following an outburst during a General Assembly meeting regarding TCN Resolution 024.
