Konstantin II (Rakhi: Константин Константинович Новинский; 9 April 1838 – 17 October 1935) was the reigning Tzar of Rakhman from 1872 to 1935, and the founder and sole owner of the Chehansk Free State from 1888 to 1935.

Born in Novinsk as the eldest son of Tzar Konstantin I and Tzarina Ekaterina Novinski, Konstantin succeeded his father to the Rakhmani throne in 1872 and reigned for 63 years until his death, the longest reign of a Rakhmani monarch to date. Prior to his death, Konstantin fathered 3 sons and 2 daughters, of which Aleksei was crowned Tzezarevich and heir apparent to the throne. The current Tzar descends directly from Konstantin and his successor, Aleksei III. He is popularly referred to as the Binokor Tzar in Rakhman in reference to the great number of buildings, urban projects and public works he commissioned.

Konstantin was the founder and sole owner of the Chehansk Free State, a private project undertaken on his own behalf as a personal union with Rakhman. He used Arkadi Bogdanovich Dezhnev to help him lay claim to Chehansk, located in present day Saratov. Following his purchase of the territory, relocation of military troops to the region was authorized. Konstantin ran the Chehansk Free State by using the mercenary Quvvai Çam'ijat to control and shut down the region. He extracted a fortune from the territory, initially by the collection of diamond and, after a rise in the price of natural rubber in the 1890s, by labour from the native population and Rakhmani prisoners, to harvest and process rubber. Studies on the wealth Konstantin ammounted from his ventures in the Chehansk Free State place the total generated capital at approximately ₸2,500,000,000Tenge in today's terms.
