Donna Kelly is an Icarisian politician representing Avalon's 2nd District as of 2070. She is a member of the Traditionalist Party. Prior to entering politics, Kelly ran her family-owned travel and resort company in the state of Avalon. Her grandfather, George Kelly, founded the Kelly Resort, a ski resort that was turned into a ski village and multi-billion dollar company passed down to his son and granddaughter. Donna Kelly is divorced and has two children.

Political views

Energy and Environmental Policies

Kelly based her campaign heavily around energy policy and environmental conservation. As a candidate, she advocated for bringing the natural gas and oil energy usage to a 5% state and national standard. She has heavily supported governmental subsidies for solar and wind energy, but has spoken out against nuclear and hydro power, stating they have significantly more negative impact on the environment. 2 years prior to running for office, Kelly announced the Kelly Resort (TM) would be transitioning to running on renewable energy and bringing their oil/natural gas usage from its 95% down to 60% in 3 years, 30% in 5, and 5% in 10. The first solar panels were built on their resort structures shortly after. Since its move to renewable energy as a source, the resort has lost profits every year since the program's announcement. Executives at Kelly Resort have claimed poor mismanagement and poor rollout of the program.

Labor Unions and Compellance Laws

Prior to running for office, Kelly successfully lobbied to rid of labor unions in Avalon's tourist industry and unsuccessfully lobbied for compellance laws to not apply to labor unions in the state of Avalon. Her views shifted in favor of compellance laws and bolstering labor unions protections during her campaign and eventual election to the Council of Delegates.

Institutional Racism and Social Justice

Donna Kelly became a lawyer in 2065. Another main staple of her candidacy was fighting for racial equality and equity in Avalon and Icaris as a whole. She claims there is severe institutional racism in the Icarisian legislative and judicial systems. She made claims that the Muhadists and those of Urshawan or SubVolnerian descent were treated poorly in Icaris compared to those of Glaskarnan or Adasiatic descent. Studies have proven some merit to these claims; Diztana, the state with the highest number of Muhadists and non-Glaskarnan ethnic representation, has consistently ranked lowest in state median income, literacy, clean water access, food security and highest in crime rate and unemployment.
