The High Council of Hazbin (Hazbin: Kunsill Għoli ta' Hazbin) is the main governing body of Hazbin and functions are the country’s legislature, in addition to mandating various executive roles. Each parliamentary term lasts a maximum of five years, with the exception of the Councilors of the Empire who are elected for a term of 10 years, every five years half of the Councilors are elected alternately.

After the general elections of the Council, the president of the ministers or Prime Minister is elected and following his inauguration, appoints his ministers. After the creation of the new government, the Prime Minister start his agenda.
