Victoria, officially Fort Victoria Upon Palanomy is the 8th largest city inside of Jackson, notable for hosting the headquarters of ACES and being the largest city in the Riverside special administrative zone of Victoria Island. It is located in a strategic location on an island close to the Jackian mainland. During the South Ecros War, this city acted as a major fort which is why it was chosen as the headquarters of the resulting Alliance of Central Ecrosian States.
