After The Noble War of Betrayal, King Simon Olofsson had reorganized the country into regions from the previous system of noble title in a attempt to prevent another revolt and to appease the middle peasant class by allowing citizens to run and vote for representatives to bring proposals and minor laws(laws on issues not considered important by the monarchy but was petitioned enough to pass quorum.)
