Leoria has been the capital of the Empire of Leorkhin since its foundation in 1762. With a population of 514,420 in 2023, Leoria is the Empire's second most populous city, behind Nesapolis, the economic capital. Its location on the shores of the Romanyan Sea gives it a prime position on the international trade scene. The city is said to have been founded in 478 BC by Leor the Unifier, prince of the League of City-States and considered Leorkhin's first leader, but this is more myth than fact.
It is home to the Imperial Palace, the residence of the rulers of Leorkhin, the Senate Palace and the Imperial Fortress (formerly Fort Macedo), the seat of the Council of State. The city is home to all the main political institutions of the Empire, giving it a major political role.
Currently, Leoria's mayor is Ugo de Cavode-Bressia, cousin of emperor Leopold I, supporter of the IRP (Imperial Renaissance Party). The city's flag is also that of the capital-province of Leoria.

The Imperial Palace of Leoria is the official residence of the sovereigns of Leorkhin. Built in 1751, under King Fernando III, it is an impressive edifice covering almost 25,000 m² and 800 rooms.
The Empire Throne Room is one of the most impressive rooms in the palace, standing almost 12.5 metres high. The gilded throne of the emperors is a century-old structure that dominates the room.
