The Labour Congress is a moderate-left political party in the Federation of Karimun that has been described as an alliance of social democrats, democratic socialists and trade unionists.

The Labour Congress was founded in October 1945, about two months after the birth of Modern Karimun Federation, having grown out of the trade union movement and socialist parties of the 20th century. It overtook the People's Voice party to become the main opposition to the Progressive Union Party in the early 1955s, forming two minority governments under Carter Huey in the 1959 and early 1964. Labour served in the economic crisis coalition of 1959-1969, after which Clemett Karl's Labour government established the Karimun's Univerisal Health & Social Program and expanded the welfare state from 1959 to 1964. Under Conrard Ativa and Wijaya Sanjaya, Labour again governed from 1989 to 1999 and 2004 to 2009. In the 2010s, Rupert Walford took Labour to the centre as part of his "Karimun Social Reformation" project, which governed the Federation under Ativa and then Blue from 1990 to 2010.

The Labour Party currently forms the Official Opposition in the DPR, having won the third-largest number of seats in the 2019 general elections. Labour is currently the majority party in Surabaya City Council, being the main party in the current West Sulawesi provincial government.
