The Hafnir Protocol on Neutrality, also known as the Agreement to Establish Relationships between Karimun and Reykanes, is an agreement signed between Karimun and Reykanes three years after the establishment of the Terraconserva Council of Nations (TCN). The agreement was signed as an effort to not only recognize each sovereignty over its lands and waters but to establish further relationships between each nation. Within the agreement, there are several principles and clauses that combined become the Hafnir Protocol. The protocol defines what it needs to be a politically neutral nation. The basis for a politically neutral country is based on the right to self-determination and govern its own people and resources. Additionally, the responsibility to efficiently protect and advance interests are allowed for a politically neutral nation.

History

In December 1945, the Federal Government announced sweeping reforms on its foreign service establishment, such as closing several and merging several embassies; reducing its workforce while maximizing the outcome, and establishing a concrete foreign policy doctrine. After several deliberations, Karimun began recognizing the sovereignty of others while reducing its dependency on foreign security guarantees. In the beginning, the Karimunese government didn't have any intention to further its cooperation with Reykanes due to the contradicting nature between both countries but a changing dynamic within Karimun forces itself to realize the commitment to political neutrality and impartiality. In 1950, Karimun sent a delegation to Reykanes to begin the negotiation. People predicted the negotiation process won't last long but unfortunately, their prediction was wrong. 4 years after and 2 years after the establishment of the TCN, Karimunese lawmakers began designing a more concrete doctrine of foreign policy.
