Guntomor Khasar (Uulgadzan: Гунтомор Касар; GUT: Guntomor Kasar; born 29 January 1967) is an Uulgadzan politician who has served as First Commoner of Uulgadzar since 2024 and Leader of Together Uulgadzar since 2016. He was Leader of the Opposition from 2016 to 2024. He has been Member of the Commons (MC) for Khotshir since 1991, and served as Together Uulgadzar Chief Whip from 2008 to 2016.
Khasar was born and raised in Uulhot where he attended the extremely selective monarchy-run Uulgadzan School of Learning. He attended the National University of Uulhot, where he received a Bachelor of Law degree and joined Together Uulgadzar. He stood for election in the West-Central Uulhot constituency in the 1988 election as the Together candidate but lost. In 1991, he stood for election, this time in the Khotshir constituency, and won with just over 78% of the vote. He voted against the controversial 1998 Decree of Economic Balancing, which enforced strict price and wage caps to resolve the 1998 Uulgadzan recession. Following the 2008 Together Uulgadzar leadership election, he was appointed party Chief Whip by leader Altan Dologadai. He held that position until the 2016 leadership election, where he unseated Dologadai as leader of Together Uulgadzar and became Leader of the Opposition.
Khasar led Together to a victory in the 2024 general election. Under Khasar's government, the government has pursued massive budget cuts in response to inflation and sought the expansion of joint ventures with companies from developed countries in Uulgadzar. In addition, Khasar's government created a Byasanese Development Program to combat terrorist activities, such as that in Darkhan, "at the source." In foreign policy, Khasar has sought the creation of stronger ties with CODECO countries, especially those in Ostlandet like Rakhman and Akvarelusus.
