The treasurer of Hapatmitas, also formally known as the state treasurer and first commissioner of the Treasury or simply abbreviated to the treasurer, is a minister of state in the government of Hapatmitas responsible for overseeing government revenue collection, expenditure, and economic policy. It is the highest-ranked and leading minister in the Treasury. Since 2009, all treasurers have simultaneously served as the minister of finance due to close and joint responsibilities between the Ministry of Finance and the Ministry of the Treasury. The treasurer, although does not concurrently serve in the portfolio, also works closely with the Auditor-General. Dorothy Bain is the current treasurer, appointed on TBD.
Historically, the monarch of Hapatmitas assumed the position of the first commissioner of the Treasury. However, after the ratification of the 1876 constitution, the monarch appoints a civilian to the position instead. After the current constitution was ratified, the co-presidents outranked the commissioners of the Treasury and have had the responsibility of appointing those commissioners, including the treasury, on the recommendation of the first minister. By convention, treasurers are now responsible for reporting to the National Assembly. They hence are usually a member of the lower house.
The office of the state treasurer and the office of the first commissioner of the Treasury are in technicality separate. Hence, although this has not been done so, a treasurer appointed by the first minister may also not have the position of first commissioner as well. This was interpreted by the Constitution alongside the status of other ministers of state if they were to have dual office powers.
