Rotorua features a mild two party system with strong third party influence. Historically this has been between the Socialist Party and the Nationalist Democratic Party. However, following the collapse of the Nationalist Democratic Party in 2011, this role has been filled by the People's Movement.

Third parties play a significant role in Rotorua politics, often being considered king makers in government formation. Particularly, minority interest parties such as the Gandorian Bloc and the Akaroan Alliance for Rotorua.
