Prelude

Anti-COMISEQ Protest

At 9:07 AM, Sequoyan rockstar Willie MacGuire began performing in an empty lot across from the COMISEQ barracks in Nueva Vegas. MacGuire was protesting the COMISEQ occupation of Sequoyah. By 12:00 PM, a crowd of 15,000 people had gathered and were actively protesting COMISEQ occupation of Sequoyah.[1]

Concerned that the protest threatened the security of the barracks, Lyoan Major Kakule Ngongo ordered his garrison to take up defensive positions and prepare to fire.[2] The protest began to escalate and the crowd moved forward a few inches towards the Lyoan barracks. The Protestors began chanting "free Sequoyah!"[3] In response, a Lyoan soldier spoke into a megaphone, announcing "Do not come any closer or we will treat this as an offensive action" in broken Sequoyan. One of the protestors tripped and a group of 50 people lurched forward, breaking the lines of the protest.[5] In response, the Lyoan troops began firing into the air in an attempt to scatter the crowd.[6] The protestors began to scatter. However, some protestors believed the Lyoan troops had shot someone, and rushed the Lyoan troops.[7] The Lyoan troops then opened fire on the crowd, killing 17 people and injuring 23.[8] Nueva Vegas ambulances and House security forces then arrived on the scene, with the House security forces placing themselves between the Lyoan troops and the injured protestors.[9]
