The disease first appeared in the city of Olino in 1853, but was effectively eliminated through a combination of the first Rakeoian public health system, water sanitization, and sewage control. Due to isolationist policies, Rakeo's healthcare standards fell far behind the rest of the world. When these policies began to be reformed, two industries sprung up in response. The upper class of Rakeo is a frequent costumer of tourist medical procedurals abroad which can not be safely obtained locally, or are not of modern quality. Because both salaries and regulation is lackluster in Rakeo, doctors offer care at extremely low rates (that does not have the same protections as normal medical procedures).
