Legislative Branch
There are national councils, representatives serve at staggered levels. 45 members in each council, 10 councils. Each council has three tiers of seats. Tier 1 serves 6 years, tier 2 serves 4 years, and tier 3 serves 2 years. Member must run for specific seat vacancies on specific councils. No representative serves on more than one council at a time. Representatives may only run to fill a tier 1 seat if they have previously serves in either a tier 2 or 3 seat regardless of council. The 10 councils are as follows:
