Background

Main article: Destruction of Layem

The region of Layem was left founderless following NationStates' moderation's deletion of the nation Layem. Knowing that this rendered the region effectively helpless, Maur instructed residents of Layem to the backup region of Concord. After Maur was ruled Delete On Sight, the founder of Concord was deleted. Since the region Layem would not be open to attack until the passage of Security Council Resolution #398, a multilateral collection of forces unfriendly to Layem due to its misdeeds was formed to extinguish Concord in the meantime.

Raid

The raid was conducted out of The League's jump point Fukuoka. 45 updaters participated initially, and by 17 May a collection of 151 pilers was in place to provide the influence to remove the remaining Layemites.
