Zaixian (Monsilvan: 再险州; Pinyin: Zàixiǎn zhōu), is a state of the Monsilvan Republic. The state has around 1.3 million people, with 60% of them living in the state's capital, Baoan. It is located in south-eastern Monsilva, sitting south of Amking and Donguan, east of Huachang and Nanyan and north of the nation of Zloveshchiy. Zaixian has a very tropical climate, with tropical forests dominating the south of the state, while the north is made up of grassland. The state of Zaixian is governed by the Zaixian State Government, with Bai Jin of the Zaixian Party being the current premier. The state is divided into 2 districts, 7 counties, 12 legislative constituencies and 29 municipalities and is equally represented by 2 Senators in the Senate and 12 members in the Legislative Assembly. The Zaixian State Parliament consists of 29 seats, and is currently lead by the Zaixian Party, with the Reformed National Party leading the opposition.

Zaixian is Monsilva's least populous state, and has the fourth lowest urbanization of all the states. Industry in Zaixian mostly consists of agricultural industry. Formerly, Zaixian used to have a large Betel nut industry, as well as a large livestock industry consisting mostly of pigs. However, since Betel nuts were banned for production in 2001, and Zaixian's tropical forests are now protected which has limited the growth of the livestock industry, Zaixian's agricultural industry is now dominated by coffee, mangoes and bananas. Baoan and Lunbei are Zaixian's only cities, with populations of 796k and 199k respectively. Baoan is located in the north on the border with Amking which it is connected to by the Amking Metro, making the Amking Metro the only cross-state metropolitan railway. Lunbei is located in southern Zaixian, not far from the border with Zloveshchiy. Zaixian has a nominal GRP of around ₵42 billion, giving it a GRP per capita of ₵31,999.

Zaixian is served with 4 stations with the Monsilvan Railways Administration, while Baoan is also connected to Amking through the Amking Metro. Services run by the MRA can take passengers from Zaixian to Amking, where they can travel to further destinations around the country. Due to the limited destinations served for Zaixian, the station at Xu Zhou-da International Airport has become not only a hub for international transport, but also for people trying to get to and from Zaixian by rail.

Toponymy

The name, Zaixian comes directly from the HY Pinyin of the Monsilvan "再險". The name has an archaic origin that has not been exactly determined. Etymologists debate the meaning of the state's name, in modern Monsilvan "再險" would translate roughly to "reinsurance" which doesn't make any sense today. Etymologists have theorized that the characters may have been misread, and in fact the name was supposed to be "再隔" which means "another partition", possibly referring to the aquisition of the original Zaixian region in the early Xia dynasty and the sub-tropical rainforest that divides it.

History

Prehistory and early dynasties

Zaixian was a part of the Wu dynasty at the beginning of its existence under dynasties, and remained under the Wu's succeeding dynasties. This included the Shang dynasty, in which Zaixian was established as a region of the dynasty.

In terms of the area that is now modern-day Zaixian, the region was inhabited by very few people. The people who did inhabit it were all farmers and village-folk living in small hamlets and villages scattered across the region.

Zhou dynasty and the Empire of Baltanla

When the Unification of the Monsilvan Kingdoms happened in 1201 CE, Zaixian remained a large region in the Zhou dynasty. However, when looking at the modern-day Zaixian, very little changed. As Zaixian is so far from where most people were living, not much took place, and the people were essentially semi-autonomous as the government made no effort to even see about developing the region.

However, during the economic turmoil in the late 15th and 16th centuries, the government did try to forcefully develop agriculture in Zaixian, including possible slave work (although this is unconfirmed). This was to no avail, as the Zhou dynasty ceded itself to the Empire of Baltanla in 1568. During the Empire, Zaixian saw some development. Under the empire, the city of Baoan began to form, and finally lead to the recognition of what is now modern-day Zaixian.

Kingdom of Great Shan and the Civil War

After Kingdom of Great Shan gained independence from the Empire of Baltanla, Zaixian became a small but effective agricultural region, producing Betel nuts, coffee and bananas. Throughout the 100 years of the Kingdom's existence, little happened to Zaixian as it had so few people.

However, when the Civil War came, a lot of pressure was placed on the farmers of Zaixian, as the demand for cheap pork, coffee and Betel nuts got very high. The imperial government forced a lot of the farmers to give goods for very little money which impoverished many Zaixian people and indirectly killed many.

Kingdom of Monsilva and the Republic

After the civil war, Zaixian had suffered quite badly from poverty and famine. However, the Kingdom of Monsilva saw to fixing it, although not as fast as the rest of the country. This began the movement known as "再险州是一个真实的州!" (Zaixian is a real place!) which was a semi-comedic political movement that advocated for Zaixian autonomy.

Zaixian eventually recovered to its original population in the late 19th century. During the early to mid 20th century, the region saw a lot of prosperity and grew substantially as an agricultural region. As coffee, bananas and betel nuts became cheaper, the came in higher demand. In the 1960s, Zaixian began to see a decline in growth as the demand began to ware off, and coffee began to be seen as a health risk by many Monsilvans. Then, during the martial law in the 1970s, Zaixian's industries began to crumble from neglect. The Zaixian is a real place! movement became serious during martial law, as the people genuinely saw the regime as a threat. In 1975, the movement officially joined the Monsilvan Revolutionary Army. In 1978, the army began the 1978 Monsilvan protests which eventually lead to the dissolution of the Kingdom of Monsilva, and the establishment of the Monsilvan Republic.

Originally, Zaixian was not established as a state, and was instead part of Lionglin. In 1983, when all states were given devolved powers, Zaixian's municipalities contributed towards the Lionglin State Government. However, in 1984, when the states were re-organized, Lionglin was divided into three parts, one of those parts being Zaixian as it is today.

Administration

Local government

The state of Zaixian is governed by the Zaixian State Government, based in the Zaixian State Office in Baoan. The state parliament is a unicameral legislature consisting of a 29-seat State Parliament. Each municipality in Nanyan is represented by one State Parliament Member. Members are elected for four-year terms. The Parliament meets every week, with the day depending on the first weekday after the state election which takes place in different states at different times. The leading party in the State Parliament determines who will be the Premier. Bai Jin of the Zaixian Party has been the Premier of Zaixian since 2018.

National government

Zaixian is represented in the Parliament of Monsilva by 2 Senators in the Senate of Monsilva and 12 Members of the Legislative Assembly.

Geography

Zaixian is a very warm state, with temperatures reaching as high as almost 40 degrees celcius in the summer, and only sinking to a low of 20 in the winter. Zaixian has a tropical climate due to its proximity to the equator. It is filled with lush tropical forests in the central region, whilst the southern tip and northern third of the state are mostly tropical grasslands and are less forested. Zaixian's capital, Baoan is located at the nothern border with Amking, while the state's other city, Lunbei is located in the very south, not far from the border with Zloveshchiy.

Climate

Zaixian has a tropical climate, which includes hot temperatures all year round and frequent rain during wet seasons, and less rain during dry seasons. The Zaixian forests are not rainforests however, as they are not warm enough during the whole year, and they're too close to the "Nanyan desert", which although not a desert, has effected the ecosystem causing the forests to end up drier than they originally should have been.

The 2022 census recorded that 183,074 people or 13.8% of Nanyan's population were of non-Monsilvan descent. The table to the right shows the most common countries of origin of Zaixian residents. Around 75% of Zaixian's population live in cities, being either Baoan or Lunbei, which is also where the vast majority of Zaixian's non-Monsilvan population lives. The other 25% makes up a predominantly ethnic Monsilvan rural population of 331,656.

Religion

Zaixian has a majority following of the Monsilvan folk religion, with 58.5% of people putting it as their religion on the March 2022 census. Following Monsilvan folk religion is Buddhism with a following of 17.0% of Zaixian's population. Next is 'Unaffiliated', which includes atheism and agnosticism, and was selected by 13.9% of the population. Lastly was 'Other' which consists of religions such as Christianity and Islam, and took up the last 10.6%.

Transport

Zaixian's transport is administered by the state's Department for Transport, which is a sub-department of the federal Department of Transport. Zaixian as a state has limited railway access. All services leaving the state lead only as far as Amking Central. This has lead to private and public road transport being much more abundant in Zaixian. There is one highway which runs right through the middle of the state, and is well known for its central section which travels through the Zaixian tropical forests.

Education

Zaixian State University.

Education is mandatory until the age of 16 for children living in Zaixian, which is the minimum age at the federal level. Zaixian's towns and cities feature many schools, from elementary to high school. As well as this, Zaixian is home to some higher education institutes including its only university, the Zaixian State University.

Zaixian State University is located in Lunbei. The university offers a wide range of earth sciences courses, its top courses include meteorology, astronomy, archaeology and topography. The university has also won many awards for its eco-friendliness and zero emission policy. Students of the university often peacefully protest in cities such as Baoan, Amking and Shangrao for more focus on environmental protection. A famous example includes the 2001 Anti-Betel nut protests in Shangrao by students of Zaixian State University. The protest lead to a petition being signed by over 200,000 people, which eventually lead to the banning of Betel nut production in Monsilva in November 2001 by the federal government.

Culture

Tourism

Xikou National Park is the national park which consists of almost the entire tropical forest located in Zaixian. It also has its own railway station at the small town of Xikou which resides in the centre of the park.

Zaixian is not a super common destination for tourists. However, the tourism industry in Zaixian still has fairly consistant, although relatively low, numbers. Common tourist attractions in Zaixian include Xikou National Park, the Tomb of Ro Hao and Minxiong's South National Park.

Sport

Sport is popular in Zaxian, with basketball and football being the most popular sports. Basketball is especially popular in the south-east of Monsilva, which makes Zaixian unique to a lot of the country in this way. The Zaixian Bears (named after the Monsilvan black bear), is the top basketball team in Zaixian is currently one of the best teams in the country and has had a place in the Monsilvan Super Basketball League since its establishment.

Football is also popular in Zaixian, although it only has one professional football team, Baoan City F.C., which has never reached the Monsilvan Super League, however it is currently in the Challenge League 1.
