Ulysses Lincoln is the fourth Territorial Governor of New Austin and a veteran of the Sequoyan Frontier Wars. He was nominated for the President of Sequoyah as part of the 2020 Sequoyan Presidential Election by the Democratic Republican Alliance. As Governor of New Austin, Lincoln expanded the rights of the Caprican Tribe, created the New Austin Territorial Legislature, and imposed taxes on Gowen Iron and Petroleum

Biography

Early Life

Lincoln was born in Caprica, New Austin to a half-Caprican prostitute and Frank Lincoln, A captain of the New Austin Territorial Militia. Frank Lincoln adopted Ulysses at his birth, raising him as his ward. Lincoln's father passed away when Ulysses was 4 years old, killed by an infection from an arrow wound gained during a skirmish. Lincoln learned the truth of his parentage while his father was on his deathbed. At 4 years old, Lincoln inherited a small ranch and became head of the Lincoln household. Lincoln was raised by his father's foreman until age 17, when he enrolled in Angeles Military College in the hopes of following his father's footsteps. Lincoln graduated as an officer in only three years with distinctions in Native Culture and Territorial Politics. Lincoln's frontier background was put to use, as he was assigned as a junior grade Lieutenant to the Deseret Rangers.

Military Career

In 2007, Lincoln was deployed with the Deseret Rangers, stationed in Caprica. Lincoln was over a small squadron of Caprican and Sequoyan scouts. After his squad prevented a Caprican raid on the New Austin Territorial Capitol building in May of 2008, he was promoted to Lieutenant senior-grade. He was reassigned to patrols protecting pioneers and railway workers in Cheyenne on horseback. Lincoln's first major military failure came in January of 2009, when he was unable to get his soldiers to a snowed-in surveyor camp that was massacred by a group of Cheyall bandits. Lincoln did not believe the bandits posed a threat to the surveyors, and when it became clear an attack was imminent, it was too late. 13 Surveyors were tortured and killed. Lincoln was crushed by this failure and considered resigning from the military when he was reassigned to the Creeperian border in June of 2009 near Caprica to prevent Cattle Rustling. Under Lincoln, the rangers were able to end a massive cattle rustling operation and return 6,000 cattle to the ranchers by using snipers to pick off the rustlers from above the Promethian Canyon. The grateful ranchers used their influence with the Sequoyan Military Brass, and as a result, Lincoln was promoted again to Captain. In January of 2010, Lincoln's rangers were charged with handling the New Austin Secession Crisis, when a group of 1,200 Sequoyan militiamen and strikers took control of the Caprica Fortifications and demanded succession from Sequoyah in response to a percieved lack of protection on mines and farms from Caprican Gila Soldiers. Lincoln ordered his rangers to set fire the fortifications and placed snipers on the hills around the fort, killing secessionists as they tried to flee. Only 7 of his men were killed, while 134 Secessionists were killed before the secessionists surrendered. After the secessionists were arrested, Lincoln relieved them of their weapons and let them go, so long as they signed an oath of loyalty to Sequoyah. Following the operation, Lincoln was promoted to Major and placed in command of all Deseret Rangers operations in Caprica. He increased regular patrols around ranches and farms in New Austin and began allowing Capricans to enlist his units, believing that it would prevent Caprican raids on the Rangers. In June of 2010, Lincoln was promoted to Lt Colonel and made Commander of the New Austin Territorial Militia. Lincoln was often criticized for his failure to end New Austin's cattle rustling problem. He claimed the lack of reliable intelligence kept him from annihilating the issue. In 2012, Lincoln retired from the military and returned home to his ranch.

Political Career

In 2013, Lincoln announced he would run for Territorial Governor of New Austin. Lincoln was well-known for his military career and his handling of the New Austin Secession Crisis. Lincoln ran as a member of the newly formed Republican Party, dedicated to expanding the electorate to include tribals and the creation of a Homestead Act. Lincoln won the election with 57% of the vote and began a four year term. While Governor, Lincoln began selling state lands to small-scale ranchers and expanded the franchise to Capricans in 2015. He oversaw 5% economic growth in his first term, aided by Lincoln's policy of constructing trading posts near Caprican lands. Caprican meat was traded for beef and industrial goods. In 2018, Lincoln ran for re-election in 2016 and won with 65% of the vote, winning a large portion of the Caprican vote. When the Sequoyan Slave Trade was legalized, Lincoln nullified the law and declared slavery illegal in the territory. Economic growth continued as refugees from Freemont moved into Sequoyah, finding jobs as miners and ranch-hands, allowing an expansion in Sequoyan business. At the beginning of the Caprican Conflict, Lincoln raised territorial taxes on mining operations by 10%, providing the ranchers with an economic boost over Gowen Iron and Petroleum. In 2020, Lincoln announced he would run for President of Sequoyah.
