The Permanent Mission of Quebecshire to the Terraconserva Council of Nations (Quebecshirite: Représentation Permanente du Québecshire auprès du Conseil des Nations) is the permanent mission of the Serene State of Quebecshire to the Terraconserva Council of Nations. It is under the management of the Administration of International Affairs within the Administration of Quebecshire.

History

Following the Creeperian Civil War, due to its status as the deadliest conflict in human history and the economic problems it caused for the surrounding regions, several members of the international community founded the Terraconserva Council of Nations, an international body to mediate global disputes and pass resolutions regarding international policy, the foundation of which was formalized by the ratification of the Charter of the Terraconserva Council of Nations. The organization was headquarted in Bostonia, adding to its influence both in Quebecshire and now as a major global diplomatic centre. Of the founding members of the organization Quebecshire, Greater Sacramento, and Eminople became permanent members, more informally referred to as the "Big Three," earning them permanent placement in both principle institutions and the condition of unanimous consent in regards to Security Council and admittance matters, effectively providing them a veto power in most circumstances.

Quebecshire helped grow the organization in its early decades, contribuing to its disussions and mediation efforts, as the organization was largely centered around international dialouge at the time. Quebecshire voted in favour of the admission of every new applying member in the twentieth century which greatly expanded the scope of the organization. The Administration of International Affairs directly manages the mission under the higher management of the Speaker of the Parliament and Premier Administrator of Quebecshire.

Administration of International Affairs

Incumbent Administrator of International Affairs of Quebecshire, Philippe Dumont

The Administration of International Affairs of Quebecshire is the national level government agency responsible for all foreign diplomacy initiatives directed by the Speaker of the Parliament, the Head of Government. It oversees the List of diplomatic missions of Quebecshire, as well as other foreign operations, including cooperating with List of diplomatic missions in Quebecshire. The Administrator of International Affairs is appointed by the Speaker of the Parliament and is also a sitting member of Parliament. Philippe Dumont is the incumbent Administrator, serving since September 16, 2019. Dumont was appointed by Speaker of the Parliament Lucien LaRochelle at the formation of his second government.

The three major broad organizations which Quebecshire is a member of and sends delegations to include the Terraconserva Council of Nations, Terraconserva Economic Union, and Quebecosphere International Organization. Quebecshire is additionally a member of other sub-organizations within the aforementioned three and cooperates with or observes other international groupings. The delegation to the Terraconserva Council of Nations is widely considered to be one of, if not the most important sub-agency of the Administration of International Affairs. It employs many, diplomats, attorneys, bureaucrats, and other positions necessary. The delegation operates beneath the Administrator's management and includes Quebecshire's functions in all Terraconserva Council of Nations matters including but not limited to the: General Assembly, Security Council, Terraconserva International Court, Terraconserva International Police Cooperative, Terraconserva Economic Union Caucus at the Terraconserva Council of Nations.

The Administration's and the Administrator's direct and personal involvement varies on matters, but can range from general objective setting to direct involvement in decision making in regards to resolutions and other statements provided to the Terraconserva Council of Nations in Bostonia, passing the execution of those policy decisions to the delegation itself within the Administration. The mission to the Terraconserva Council of Nations represents the goals of the Administration of International Affairs and by extension, the goals of the overall Administration and government, led by the Speaker of the Parliament.

General Assembly

Mission

The Quebecshirite mission to the General Assembly of the Terraconserva Council of Nations is housed in the same several-floor office space as the entire delegation in Bostonia, Quebecshire.

"The mission statement and purpose of the Permanent Mission of Quebecshire to the General Assembly of the Terraconserva Council of Nations is to advance international cooperation, peace, and sensible regulation. Quebecshire firmly believes the spirit of standard international regulations should be on a diplomatic basis rather than authoritative one, seeking to agree upon fair and just rules and regulations on international behavior to stand as law to better the development and standards of living on Terraconserva."

Resolutions

TCN Resolution 008

Quebecshire voted in favour of TCN Resolution 008, designed to end commercial whaling in on Terraconserva. Despite voting in favour of the resolution, Quebecshire has not expressed interest in sitting on the Terraconserva Whaling Commission.[1]

TCN Resolution 010

Quebecshire authored, presented, and voted in favour of TCN Resolution 010, which regulated methods of capital punishment internationally. Quebecshire defended the resolution as compatible with sovereignty on the basis that it did not prohibit capital punishment, asserting that the regulations simply protected human dignity.[2]

TCN Resolution 015

Quebecshire voted against the establishment of the Joint Education Committee, with the Administration of International Affairs suggesting it may lead to legal confliction with the Constitution of Quebecshire.[3]

Shortly after the passage of the resolution, Administrators Philippe Dumont and Claire Delisle stated they could not enforce the resolution within the provisions of the Constitution. In response, the Terraconserva Foreign Policy Institute in Quebecshire, represented by Stéphane Duval filed a lawsuit to the High Council of Quebecshire.[4] The case was argued shortly after by both sides.[5] On April 7, 2020, the case was decided in favour of the Administration, and Quebecshire did not become involved in the Joint Education Committee.[6]

TCN Resolution 018

Quebecshire was absent from voting for TCN Resolution 018. The resolution sought to repeal the establishment of the Joint Education Committee. Some have speculated that Quebecshire's delegation was ordered to be absent as to not legitimize TCN Resolution 015 by voting on the proposed repeal resolution.[citation needed]

TCN Resolution 021

Quebecshire voted in favour of TCN Resolution 021 and its creation of the Terraconserva Database of Endangered Animal Species. In their statement to the TCN, the Quebecshirite delegation cited Speaker of the Parliament Lucien LaRochelle's record on environemental issues.[7]

TCN Resolution 022

Quebecshire voted against TCN Resolution 022. The delegation expressed support for ensuring environmental conservation, but condemned the operative clause requiring member states to obtain the consent International Geographic Site Survey, claiming it was unconstitutional.[8]

On October 22, 2020, Quebecshire submitted TCN Resolution 031 to repeal TCN Resolution 022.[9]

TCN Resolution 026

Quebecshire authored, presented, and voted in favour of TCN Resolution 026 to create the Terraconserva International Court. Despite controversy, the resolution passed, with Quebecshirite insistence that it did not negatively impact national sovereignty nor pose a risk of fiscal waste.[10]

TCN Resolution 027

Quebecshire co-authored, presented, and voted in favour of TCN Resolution 027 as a follow up to TCN Resolution 026. The resolution clarified the process to invoke the Terraconserva International Court's authority on legal matters.[11]

TCN Resolution 031

Quebecshire authored, presented, and voted in favour of TCN Resolution 031, submitted to repeal TCN Resolution 022. The delegation called the previous resolution a violation of national sovereignty, a "lapse in judgement," and also suggested it was an overstep of TCN authority.[12]

Security Council

Mission

The Quebecshirite mission to the Security Council of the Terraconserva Council of Nations is housed in the same several-floor office space as the entire delegation in Bostonia, Quebecshire.

"The mission statement and purpose of the Permanent Mission of Quebecshire to the Security Council of the Terraconserva Council of Nations is to protect the international peace and order as well as advance goals in the best interest of Quebecshire and its peoples. The delegation of Quebecshire is committed to defending the integrity of its allies and supporting international security initiatives to better the peace, security, and safety of the international community of Terraconserva."

Quebecshire possesses what is effectively a veto power over the Security Council, as Eminople, Greater Sacramento, and Quebecshire must all not vote against a resolution for it to pass.

Resolutions

TCN Resolution 001

Quebecshire authored, presented, and voted in favour of TCN Resolution 001. The mission criticized what they called poor handling of deteriorating situation in Morova and hinted at future sanctions. This resolution is considered the first major international event of the 2019-20 Morovan Crisis.[13]

TCN Resolution 002

Quebecshire voted against TCN Resolution 002, which served as a veto and prevented its passage. Quebecshire defended its first veto by stating they felt it was not the most proper way to solve the stability issues in Creeperopolis.[14]

TCN Resolution 003

Quebecshire authored, presented, and voted for TCN Resolution 003. The resolution banned the sale of weapons to Morova, and the delegation attacked Malgax for selling weapons to the country and accused the Kavardan delegation of hypocrisy following their previous proposing of TCN Resolution 003.[15]

TCN Resolution 004

Quebecshire voted against TCN Resolution 004, which served as a veto and prevented its passage, referring to the resolution and its contents as a series of "baseless accusations from a state that can barely handle its own affairs, a state which has no business asserting any formal complaints or advice towards members of the international community for the foreseeable future."[16]

TCN Resolution 005

Quebecshire voted in favour of TCN Resolution 005, citing the incidents with Paleocacherian smugglers in violation of TCN Resoluion 003. However, Quebecshire did not participate in the blockade established by the resolution.[17]

TCN Resolution 006

Quebecshire was absent from voting on TCN Resolution 005, which authorized an investigation into alleged war crimes in Creeperopolis. It is speculated that the delegation was delibrately absent due to pressure from political groups wanting it vetoed and other political groups wanting Quebecshire to support it.[citation needed]

TCN Resolution 007

Quebecshire authored, presented, and voted in favour of TCN Resolution 007.[18] The resolution was proposed in response to a series of executions in Paleocacher that employed.[19] The delegation referred to the Paleocacherians responsible as "psychopaths."[20]

TCN Resolution 009

Quebecshire voted in favour of TCN Resolution 009. The delegation stated that TCN Reslution 006 and the investigations it authorized regarding Creeperopolis had served "no productive purpose."[21]

TCN Resolution 011

Quebecshire co-authored and voted in favour of TCN Resolution 011. The delegation referred to Morova as a state sponsor of terrorism and declared support for the new blockade.[22] Quebecshire is widely believed to have demanded Morova be blamed for the sinking of The Lady Kieva in order for Quebecshire to support the resolution in the drafting process of the resolution.[citation needed]

TCN Resolution 012

Quebecshire authored, presented, and voted in favour of TCN Resolution 012. The delegation stated it was important for Zion to have a seat at the table in international issues regarding Morova, even if as an observer state.[23]

TCN Resolution 013

Quebecshire authored, presented, and voted in favour of TCN Resolution 013. The delegation argued that prohibiting petroleum related trade with Morova would aid in bringing about a "conclusion to the Karamazov regime."[24] It has been alleged that a motivation behind the resolution was eliminating competition with Terranihilian oil producers.[citation needed]

TCN Resolution 014

Quebecshire co-authored, presented, and voted in favour of TCN Resolution 014. The resolution immediately followed the Battles of the Glaceis Ocean. The delegation argued a trial for Alyosha Karamazov was necessary to bring justice and a conclusion to the 2019-20 Morovan Crisis.[25] Some have alleged the trial was essentially an international kangaroo court and that it was rigged in favour of the plaintiffs.[citation needed]

TCN Resolution 016

Quebecshire co-authored, presented, and voted in favour of TCN Resolution 016. The delegation alleged Morova had caused an "intolerable degree of disruption" to the international community and that allowing Groffenord to annex it was the proper way to move forward.[26] It has been suggested that Quebecshire pushed for a quick passage of TCN Resolution 016 to prevent occupation zones in Morova that would have allowed Aurebeshian member states to have indefinite influence in the region.[citation needed]

TCN Resolution 017

Quebecshire voted against TCN Resolution 017, which served as a veto and prevented its passage. The resolution had sought to authorize an investigation in Terranihil regarding systemic discrimination against Kavardans. The mission insisted there was no evidence of wrongdoing by Terranihil and referred to their actions in regards to Kavardans living in Terranihil as "simply a policy for the maintenance of security in the country." The mission further accused Malgax of being a "nuisance state," Aurebeshia of "imperialism," and claimed the resolution was a "brazen attempt to violate the sovereignty of one of the most progressive nations in the world."[27]

The veto has been described as a pivot of foreign policy as compared to TCN Resolution 006, another resolution seeking to authorize investigations into a state closely aligned to Quebecshire. The mission had been absent from that vote rather than taking a direct stance from it.

TCN Resolution 019

Quebecshire authored, presented, and voted in favour of TCN Resolution 019. The resolution was passed in response to Sequoyan legalization of slavery and the mission stated that further action should be considered if the resolution were to be ineffective at ending Sequoyan slavery.[28]

TCN Resolution 020

Quebecshire co-authored, presented, and voted in favour of TCN Resolution 020. The resolution authorized an observer presence in Sequoyah, which the Quebecshirite mission referred to as a "backwards state" that required a "certain level of correction."[29]

TCN Resolution 023

Quebecshire was absent from voting on TCN Resolution 023. The resolution repealed TCN Resolution 007 and its condemnation of Paleocacher.

TCN Resolution 024

Quebecshire voted against TCN Resolution 024, which served as a veto and prevented its passage. The resolution was similar to TCN Resolution 017, though, this one was propoposed following an exposé written by Ernest Pyle regarding Terranihilian treatment of Kavardans. The mission referred to the resolution as part of "attempts to infringe upon the sovereignty and internal investigative institutions of Terranihil" and reiterated previous accusations of "internationalistic imperialist" actions by Aurebeshia. The mission also claimed the resolution was an attempt to slander the Terraconserva Economic Union.[30]

TCN Resolution 025

Quebecshire, alongside both Eminople and Greater Sacramento, voted against TCN Resolution 025, vetoing it and preventing its passage. The resolution, which sought to designate a tribal confederation in Sequoyah as a terrorist group, was near-universally opposed. The mission accused Sequoyah of aggressiveness and hypocrisy.[31]

TCN Resolution 028

Quebecshire, alongside both Eminople and Greater Sacramento, voted against TCN Resolution 025, vetoing it and preventing its passage. The resolution, which sought to repeal TCN Resolution 019 was referred to by the Quebecshirite delegation as "primitive." The delegation further argued that thre was no need to repeal sanctions that only targetted the results of slave labour, and that there would be no negative impact on Sequoyah's ability to trade if slavery had truly been eliminated. The delegation also referred to Sequoyah's brief stint of legalized slavery, as well as general abuse of the tribes as a "national shame" and a "great sin of governance."[32]

TCN Resolution 029

Quebecshire authored, presented, and voted in favour of TCN Resolution 029. According to the delegation, the establishment of the Terraconserva International Police Cooperative was supported by the leadership of the Sûreté du Québecshire.[33]

TCN Resolution 030

Quebecshire authored, presented, and voted in favour of TCN Resolution 030. The delegation accused Sequoyah of "varyingly racist, genocidal, and risk inducing operations and projects." The mission also cited Paleogate as a reason to limit international economic involvement in Sequoyah.[34] Some have alleged that like TCN Resolution 013, a motivating factor in pushing for the resolution was to limit competition with Terranihilian oil producers.[citation needed]

TCN Resolution 032

Quebecshire, alongside both Eminople and Greater Sacramento, voted against TCN Resolution 025, vetoing it and preventing its passage. The resolution had sought to designate opponents of the Lyoan government and the Lyoa National Defense Force as terrorist organization. Quebecshire cited TCN Resolution 025 as setting a precdent of the TCN not getting involved in domestic conflicts, and used that argument to concur with the other vetos.[35] The veto came as a surprise to some, as Quebecshire often supports the Lyoan government politically.[citation needed]

TCN Resolution 033

Quebecshire, alongside many other world powers, sponsored TCN Resolution 033. The resolution established a no-fly zone for foreigners in Sequoyah with the exception of humanitarian operations. Additionally, the resolution offered a caveat for CODECO intervention if the "Big Three" all authorized an intervention.[citation needed] The delegation voted in favour, stating support for an overall intervention but encouraging caution.[36] Concurrent with the session in Bostonia, a statement by Administrator Philippe Dumont stated the terms under which Quebecshire would support the intervention if the resolution were to pass.[37]

TCN Resolution 034

Quebecshire, alongside both Eminople and Greater Sacramento, sponsored TCN Resolution 034. The resolution initially repealed the provisions of TCN Resolution 033 and then replaced them with a general restatement and addition of terms. The resolution additionally codified the agreements between the "Big Three" and CODECO into international law, as well as better defined the authorities of the TCN and observers in Sequoyah.[38]

Furthermore, the document defined the term "associated government" and gave Quebecshire, Eminople, and Greater Sacramento to appoint two foreign governments each to that status. On December 28, 2020, Quebecshire announced that it had appointed the governments of Gagium and Terranihil as its associated governments for affairs relating to Sequoyah.[39]

Terraconserva International Court

Quebecshire had a direct role in the Trial of Alyosha Karamazov, which occured prior to the court's foundation, mandated by TCN Resolution 014. The trial, in which Quebecshire's government levied several charges and André Bellerose sat as presiding judge, set the stage for the eventual establishment of the court. The Administration of International Affairs currently employs a number of attorneys and other relevant legal staff to advance Quebecshire's goals and interests in the Terraconserva International Court.

The staff relating to the court is generally tasked with evaluating potential Letters of Invocation to be filed by the government, or to defend any Quebecshirite stance in a potential international legal dispute.
