List of cities in Monsilva
Cities in Monsilva are designated by the government usually depending on their population and urbanization. According to the government, for a town to be designated as a city, it must have a population of over 77,000 people and clearly show common city characteristics, such as commercial and residential areas, a road system and a clear non-agricultural purpose. Once a town is given city designation, the Monsilvan word shì (市, "city") is added to their name. There are three cities in Monsilva, known as 'honorary cities' that are designated as cities but do not meet the population requirements, these are Wen'an and Lunhuang in Weishi and Rongmei in Shaoyu. They are designated as honorary cities due to their historical importance in the country and, in the case of the two Weishi cities, due to their large tourism industries.
In terms of administrative divisions, a city can be one of three: a multiple-county city, an autonomous city or a county-administered city.
A multiple-county city are the largest cities in the country, the smallest multiple-county city in Monsilva as of 2023 is Xinji with a population of 300,000 people. These cities are made up of multiple counties, which may or may not have their own county councils, while the city itself will have a City Council which either serves as a de-facto upper house to the county councils, or serves as an alternative to county councils if the city's counties don't have their own councils.
An autonomous city is a city that is situated within a county, but is not administered by the county. This happens usually when multiple cities are situated within the same county, or a city is much smaller than the county it is within. In these cases, the city serves autonomously from its county and will have its own city council which serves as a government purely for the city. These city councils are often seen as directly below the respective state government, but occasionally, especially for smaller cities, they can be influenced by the county council they are within. The most extreme example of a county with autonomous cities is Lin-Sun County in Weishi, which contains three autonomous cities (Guobei, Wuden and Yuchi), all of which have city councils that are completely autonomous from the Lin-Sun County Council.
A county-administered city is a city that takes up the majority of a county, or is simply administered by a county council without a city council. The vast majority of county-administered cities are designated as such due to them taking up the majority of a county's size, so the city council would essentially administer the same space as a county council. Although these cities are administered by 'county councils', these county councils run more like city councils than other county councils. However, an example of a city that doesn't take up the majority of the county, but is a county-administered city is Xinyuan in Meixian.
