Early Life
James Fulkerson was born on July 26, 1948 in the city of Gardena. He was born into a working class family in the city's outskirts. James proved to be an exceptionally intelligent young man. His IQ was tested at age 12 and proved to be 127. He was an outstanding student in high school and participated in track and field tournaments and in the national youth service.
Military Service
He enrolled in the Paleocacherian Navy at the age of 17. During initial testing he scored incredibly high on contemporary officer's qualification exams and on advice of the Navy Recruiter, he applied for the Naval Detachment of the Paleocacherian Military Academy. He graduated with the class of 1970. He spent the next fifteen years in various command positions over naval warships before being promoted to Rear-Admiral and being placed in command of the Naval Base in Chicajun. In 1987 he was promoted to Vice Admiral and was given command of the Kivu Naval Squadron. He was placed into a reserve status at the rank of Vice Admiral in 1990 when he was offered the civilian job of Undersecretary of the Navy under the administration of President Simone Colvax. He stayed in this job until Colvax administration left office and retired to civilian life in 1996.
Political Career
While he was Undersecretary of the Navy in 1992, James Fulkerson enrolled at the Capital City Institute of Social and Political Sciences as a part-time student. He graduated with two degrees in Political Policy and Sociology with the class of 1998. He became active in community organizations where he lived in the Reginald Heights neighborhood of the capital city of Gardena. He ran for mayor successfully in the 2002 election. His tenure as mayor is most noted for vast decreases in the crime rates in the capital city and the improvement of social outreach programs to better serve the elderly and juvenile delinquents. He served three terms as mayor before retiring to run for the senate seat left vacant by the resignation of incumbent Senator Ellice Rolfe following allegations of misappropriation of campaign funds. He won the Senate seat in the 2011-2012 campaign and won by a large margin. During his service in the Senate he sponsored numerous bills regarding environmental conservation and advocated for the reduction of the power of public unions. He left the Senate to be a member of the 2020 Constitutional Convention where the country's new constitution was written following Paleocacher's admittance to the Aurebeshia international community. He was chosen by the National Union Party to be their candidate for the Paleocacherian Special Elections for President following President Clark's resignation. He was elected by a majority vote to the office of President and was sworn in on April 13, 2020. As president he has traveled to multiple countries onboard the FPS O'Ryan, to bolster Paleocacher's international relations. He also has been seen frequently in public walking the Official Presidential Residence Mascot, Raghnall.
