Hugo Araújo (1984 - 2062) was the seventh President of the Theocratic States of Icaris, served as the State Delegate from Laporinza's 1st District and served twice as the Speaker of the Council of Delegates. His presidency was the shortest in all of Icarisian history. Upon his election to the office, Araújo passed many laws and instituted policies restricting freedoms of expression and speech and worked to suppress the political processes. His administration was met with massive protests, including the involvement of former President Santiago Franco, who was jailed in 2062 for violating the anti-protesting laws. Araújo was assassinated on the capitol steps in Paletaph in 2062 by journalist and activist Joaquín Batista. President Araújo was also the oldest Icarisian to be elected to the presidency at 77 years of age. Before his presidency, Araújo was a popular and experienced legislator, and is both the longest consecutive serving Speaker of the Council of Delegates in Icarisian history with 3 terms (18 years) and the longest serving Speaker non-consecutively with 4 terms (24 years).

During the round of 2040 elections, the Worker's Solidarity Party had been established. Mainline Traditionalists viewed the party as far too radical and the Worker's agenda was completely counter to the Libertists. In Icaris, the Speaker of the Council must authorize the entrance of new parties to be represented in the Parliament. Araújo's ideology could be described as quasi-nationalist/labourist and therefore he was sympathetic to the establishment of the Worker's Party. However, in order to remain in the leadership of the largest, most influential party in the nation, his allegiances had to be clear. The allowance of the Worker's party into the council was opposed by both major parties, but Araújo allowed them in, on the auspices of politcial freedom.
